Probably all of the above, but I would definitely start with the local media, especially if its a large office building with many corporate tenants.

My Jersey City based office has an increasing problem with Bed Bugs that isn't being addressed. I would like to bring more attention to it, at a city wide level - what should my recourse be? Should I contact Jersey City Health Department? Some other municipal service? The local media? Who do you think I should contact?
