Well if you want to get into zoning, last time I checked it was zoned for light industrial. It is not zoned for a business use. So the dance studio is operating illegally.

There is "no reason" for lots of things in this world. But the simple answer is it was probably zoned for it, built as such and that's the way it will stay.

There is no reason to have no parking in front of the building since the cut out is not utilized. Explain to me why they should have no parking out front?

No parking means no parking. You weren't ever allowed to park there, so you have neither gained nor lost anything.

The same guy still owns 58, so you can talk to him about your concerns with the way it has been kept.

Can anyone fill me in on the status of 58 Coles St, the former art gallery? As a neighbor I have seen this building go from a thriving art gallery to now the blight of the block. The sidewalk is a mess, the trees were removed, a parking spot is lost due to an inactive driveway, the general upkeep of the building is deplorable. If anyone has information regarding this building it would be helpful.
