Someone please educate me: If the state senate passes something by a wide margin (in this case, 21-13), how can the assembly just shit-can it, with no stated reason?

The Governor said he would sign the bill. The Senate approved; Assembly Speaker Coughlin quashed the bill on Monday.

I was there, big turnout. Somehow the Democrat Gov and Legislature escaped criticism over their non action on this.
