that would be a question for the mayor, whether or not, it would cause him a problem.
like I said, most people that I have talked with (and as quoted in the articles) say that his proposal to ban contributions from non-Jersey City residents cannot be done, which is why it has been referred to as a poison pill and would cause the ordinance to be struck down. Quote:

while it is pretty well established that municipalities do not have the authority to regulate campaign finance and are preempted by state law, the mayor's proposal would seem to be directed at the donor to the PAC (independent expenditure only committee.)
from the ordinance that was pulled from the agenda - A. Definitions. As used in this ordinance: (1) "Campaign Entity" means: (i) every candidate for City of Jersey City elective municipal office; (ii) every candidate committee established by or for the benefit of a candidate for City of Jersey City elective municipal; (iji) every Joint candidate committee established in whole or m part by or for the benefit of a candidate for City of Jersey City elective municipal office; (iv) every political party committee of the City of Jersey City; (v) every political party committee of the County of Hudson; (vi) every political committee, continuing political committee, independent expenditure only committee, or other form of association or organization that engages in the support of candidates for the City of Jersey City municipal elective offices, or Jersey City or Hudson county political parties or political party committees; and Quote:

So how does PAC money fit into this proposal? Would it be considered non-JC money and thus banned (if this somehow passed)?

A Paramus makeup artist donated $350 in February. An Annandale man gave $500 in November. The political action committee for the Seafarers International Union ? based in Suitland, Maryland, about eight miles east of the nation's capital ? contributed $1,000 in September. One locale Fulop doesn't report collecting donations from often is the city he governs and calls home. Of the 314 donations listed in his last three quarterly campaign reports, 242, or 77 percent, were from people who live outside of Jersey City. Eight of those were from donors who reported working in Jersey City. Fulop's reliance on out-of-town donations is not unprecedented, but it is raising eyebrows among his critics now that he has proposed banning outside donors entirely. Last week Fulop emailed Ward D Councilman Michael Yun and said he wants to add the ban to a package of bills Yun has proposed to close loopholes in the city's pay-to-play restrictions. Read more.

I'll let Terrence McDonald explain what we are calling the mayor's poison pill, designed to weaken if not completely invalidate the original ordinances. The mayor's changes, by repealing the original ordinances, would provide a general amnesty for all previous violations and that by banning non Jersey City donors would constitute regulating campaign finance which wold be preempted by New Jersey Law.

The pair of ordinances Yun has proposed would broaden the city's two pay-to-play bans, which affect some developers and city vendors that receive no-bid contracts. Yun's proposals ? with Fulop's changes ? were scheduled to go before the City Council for an initial vote on Wednesday but Yun has asked for them to be withdrawn because of Fulop's revisions. well, its a first that I have seen, the ordinances proposed by a council member have been changed when put on the agenda for the July 13th 10am council meeting.
http://cityofjerseycity.com/uploadedF ... Reading/Agenda%20Document(14).pdf changed in way to render them unconstitutional, changed to grant general amnesty, changed to replace prior reform ordinances and undo all of the positive done to date.

There is a great need for this reform - from my time on the MUA board, I would say that paying to play is standard there. Most people don't realize the amount of money that moves through that agency and the size of the contracts it awards - the annual budget is ~ $120 million.
Keep up the push, Dan, Aaron et al.
