whilst reading the nyt real estate section, i happened upon a question from a reader asking about the feasibility/legality of building a cabana in the backyard of his/her coop. the nyt was not very encouraging.
what are the rules of the road in jersey city regarding building cabanas and/or carriage houses in the rear yard. what about rooftop additions and sunrooms?

I know a few people who installed them, and no permits were taken out. Just a friendly chat with immediate neighbors and it was all good.

COMMUNITY AFFAIRS CHAPTER 23. UNIFORM CONSTRUCTION CODE SUBCHAPTER 2. ADMINISTRATION AND ENFORCEMENT; PROCESS N.J.A.C. 5:23-2 (2014) This document is provided as a courtesy only; the official Administrative Rules of the State of NJ are available through LexisNexis, the publisher licensed by the NJ Office of Administrative Law, or through your local public library. Page 12 of 57 iii. It is not greater than 25 square feet in surface area (one side); and iv. It is not more than six feet above the ground (mounted height). 7. Lead abatement work performed on a steel structure or other superstructure or in a commercial building. 8. A construction permit for building work shall not be required for garden-type utility sheds and similar structures that are 100 square feet or less in area, 10 feet or less in height, and accessory to buildings of Group R-2, R-3, R-4, or R-5 and which do not contain a water, gas, oil or sewer connection. A construction permit for electrical work shall be required, when applicable.

I am simply trying to figure out if 1.) it is allowed 2.) if allowed, what are the restrictions/requirements.
