Plan to spur Greenville development headed for planning board OK By JERSEY CITY — A long-awaited plan intended to spur development along a portion of Ocean Avenue in Greenville is expected to win planning board approval next week. The redevelopment plan (pdf) would allow the city to use tools like tax incentives to encourage development in an area of the city that struggles with crime and poverty, Mayor Steve Fulop said yesterday. The plan would encompass 21 acres and 115 properties on Ocean Avenue from Merritt Street to Cator Avenue There are other redevelopment plans in the area — a zone farther north on Ocean Avenue was first created in 1977 — that haven't led to an economic boom for the city's southern end.
