Yvonne - You are flat wrong....most hotels do not offer free breakfast (some do, famously Holiday Inn Express is all about the free breakfast). Also, some AirBnB hosts do offer maid service (some include in the price, others offer it a la carte). No matter how you spin it, AirBnB is an alternative to hotels for most people booking them and the city charging a hotel tax (to the guests, not the resident / owner of the hotel) is absolutely something it should be doing.
In terms of zoning / use...that is a far more complicated issue, but individual buildings / HOA boards have the power to band short-term rentals such as AirBnB if they so choose.

at a quick read, the city is not just taxing an existing use (closing a loophole), but changing zoning.
there is reason this type of transient short-term hotel-like rentals are not permitted in residential areas, be it homes, condos or residential rentals. while it benefits investors or absentee owners, consider the impact on you and your home or building.

They are not receiving the same service as a hotel such as maid service or breakfast bar. This is just a tax that the small homeowner must eat.

This is only a tax on transient visitors that would be visiting the city (the same tax they would pay if they were staying at a "Real" hotel). This is a smart thing for the city to do and something cities around the country are in the process of (or already have) implemented. The tax is minimal and something that is not usually quoted in the pricing a guest sees when they book their room online. All the city is doing with this rule is closing a loophole that shouldn't exist in the first place (i.e. Airbnb.com selling the equivalent of hotel rooms and not charging hotel occupancy taxes)

I think this is great. No condo assoc or landlord had to permit it, but if they do it'll be done on the up-and-up. They can absolutely limit the frequency of rentals too, making it effectively no more intrusive than any resident having occasional guests. If everyone in the building agrees, no problem. And they can change their own bylaws too, if any building resident takes things too far.

This legislation was introduced by Osborne, I spoke against it, yet this shows how this administration is using fees or create higher fees while stating taxes are not going up. It is only a matter of time before this city starts taxing people for regular rentals.

taxing makes sense, but still need to address opening up homes, condos, residential rentals to short term transient hotel-like use where zoning has not permitted in the past.

Yet Jersey City could soon have something New York does not. On Monday, Mayor Steven M. Fulop will introduce legislation to legalize the use of all short-term sleepover web services, like Airbnb and HomeAway. The law is expected to be approved by November. In exchange for agreeing to let some of Jersey City’s 262,000 residents rent out a couch, a bedroom or even their entire apartment or house on Airbnb, the company would charge users the same 6 percent hospitality tax currently levied on guests at the city’s dozen hotels Mr. Fulop anticipates the tax would generate between $600,000 and $1 million annually on the more than 300 Airbnb listings in the city.
