Does New Jersey have a law that requires stores to accept clean plastic bags for recycling?

i know the responses are well intended, but back where I started, only big box stores near newport and route 440.
thanks for the duane reade lead, but I could not locate any facilities in the journal square location. and thank you HarsimusCove.org for the most comprehensive listing. Quote:

is there a municipal recycling directory for Jersey City - where to recycle plastic bags, batteries, and fluorescent lights?
i know many of the big box stores on Rte 440 and in Newport do, but where else? when searching online, only thing that comes up is Harsimus' Cove website site with info on locations in the newport area.
