How as a society do we stop offenders repeating crimes - Is there any merit in spending more money with rehab programs within the prison system or is compulsory confined military service for under 21 year old the answer in lieu of prison ?
We are useless to rehabilitating under 21 year old criminals.

Bail was set at $70,000 cash or bond yesterday for a Jersey City felon charged with possessing 20 bags of suspected heroin with intent to distribute near a park and near a school, officials said.
