I think the plan is to keep it lit all the time once the building is up and running. I couldn't sleep one night and they must have been doing tests at about 2 am; it would change colors every 5 minutes or so. It was a bit disturbing.

I am enjoying it out my window now, it is really cool looking. They should always keep it lit like they do on the ESB.

World Trade Center Spire to Glow With Super Bowl Team Colors Wednesday, Jan 29, 2014 | Updated 4:10 PM EST  The beacon and spire of One World Trade Center are lit up, as seen from The Heights neighborhood of Jersey City, N.J., Friday, Nov. 8, 2013. The World Trade Center spire will glow with the colors of the Denver Broncos and Seattle Seahawks in honor of the Super Bowl being played across the river this weekend. The Port Authority said the spire will alternate with orange, for the Broncos, and bright green, for the Seahawks, beginning at 6 p.m. Wednesday and continuing through the game.
