Yes, I am that person who believes in community and communication. Alas, there is no one in charge at this particular building...it's pretty slummy and doesn't even seem to have a super. Believe me, I've asked.

I think it wouldn't be unreasonable to expect one neighbor to say something to another neighbor before calling the city.
Something like; "Hey Joe! When you gonna fix that sidewalk? One of these days I'm gonna break my neck!" That's community. From the same root word as communication. You never know.

There's nothing wrong with wanting a sidewalk paved if you've given the neighbor ample time. There was one down the street from me that was left unpaved for a little over a year. It was frustrating in the rain, since it was impossible to walk through, and no one could easily clear it during the snow.
I went through the following steps in the following order and the neighbor took care of it within about a month (because their inspection was complete). 1) Report it on the Resident Response Center. If you don't hear anything after a couple of weeks... 2) Call one or all of the following (I got redirected a few times to the correct department, so I don't remember which one it ended up being): Building Department - 201.547.5055 Building Code and Enforcement - 201.547.4825 (I think it was this one) Engineering - 201.547.4470 If there is a building permit on their door or window, you can refer to the number on that, otherwise you'll need the exact address. They can tell you when the next inspection is scheduled and if everything is complete, can enforce sidewalk paving.

I recall that when they removed a tank on Jersey Avenue the walkway was left gravel for quite a while. The ground probably takes quite a while to settle.

Maybe they had a soil test done, it came back positive and they can not assume the cost of removing tons of dirt - that part still doesn't make sense to me if the area will be repaved.

I am curious if anyone knows where to report an unpaved sidewalk. The owners of the small apartment building down the street from me had their oil tank removed in the middle of the summer, and the sidewalk where it used to be was covered in gravel. It has remained that way ever since. Who is in charge of this sort of thing?
