I don't use them, but everyone has a cell phone that also operates as a camera - If the driver is on his cell (texting or talking) while driving, take a photo with a time and date on it and try to insure you get a background shot to help with locating it on the route to show its location - Don't forget the license plate of the minibus.
You then have the option to email it to their boss, Police, Councillor, Mayor or those in authority to act. Snack - Phone - Driving - WTF!
