Yeah the marine store across the canal should have those horns. By the way, you might want to advise your in laws that all vessels are required to have such a horn (in case of emergency/distress), as well as a handful of other safety items, per the US Coast Guard.
You'd have to walk all the way down Jersey Ave and turn left on Audrey Zapp Drive. It's quite a distance but a fairly pleasant walk; if you happen to work in midtown, there is a West Marine store on 37th Street which is pretty convenient. I don't know what kind of boat your in laws have, but I'll say that in 3 years I've never had to use my air horn, or even my regular horn, on the busy waterways of NY Harbor. Which marina are they docking at?

The in-laws are coming to dock in the Paulus Hook harbor this weekend, and after a couple of close encounters with renegade ships up the atlantic coast, they're in need of a new air horn to alert passing boats - something like this:
