Don't really need tools 2 take off hubcaps, maybe he was taking the caps but don't know why.
I used 2 take the caps off cars when I was young for no reason but just 2 collect them. I remember the BMW caps always looked nice for my bike.

He might have been taking the valve pins out of stems of the tire valves which not only lets all of the air out of the tire but you have no way of refilling the air until you gat a replacement pin for the stem.

Saw this tonight on Third st., but he pedaled off before I could figure out what I was seeing. It didn't seem to me that he had any tools, so all I can imagine was that he is collecting the caps to the air valves from tires. Is there a black market for these 50 cent items???

Could be he was grabbing hubcaps, but I dunno...again, I saw no tools.
