SURPRISE....SURPRISE and everyone will believe the propaganda that they are needed. I don't know why they just don't promote the whole department?

Jersey City Fire Department promotes five to rank of deputy chief; agreement for no pay raises for first year

The Jersey City Fire Department promoted five battalion chiefs to the rank of deputy chief on Friday, with the five officers agreeing to forgo any salary increases for one year.

Due to retirements, there had been only one deputy chief in the department, down from seven at the beginning of 2010, a city official said.

Because of union contracts, any battalion chief acting as a deputy chief is normally paid at the higher pay scale, so the agreement to keep the firefighters at their current salaries for a year will save the city nearly $200,000, Mayor Jerramiah Healy said in a statement.

"As a result (of the promotions), we will be able to ensure the highest level of safety for our residents and firefighters while reducing the cost to the taxpayer," the mayor added.

The five new deputy chiefs are Gregory Lallo, Kevin Stewart, Wayne McCarthy, Patrick Lacey and Joseph Giancastro.
