Fear of reprisals is very serious. How about surveillance cameras so that nobody has to be put in that situation. Most of the residents in housing developments such as this are held hostage by a handful of thugs.

Jersey City victim of street fight refuses to help cops investigate
Monday, November 08, 2010 A 32-year-old Jersey City resident believed to be hurt during a street fight at a public housing complex Saturday night, refused to help cops trying to investigate the assault, police reports said. Soon after being called to a large street fight at the Montgomery Gardens housing complex at 10:35 p.m., police dispersed a large crowd that had gathered there, reports said. Shortly afterwards, police spotted a man walking east on Grand Street toward the Jersey City Medical Center, reports said. Police believed the man was involved in an altercation at the housing complex. The victim was treated for a non-life threatening cut on his head but refused to tell investigators where he was attacked or provide a description of his attacker, reports said. CHARLES HACK
