New law makes libraries hand over surpluses over 20% to municipalities

A bill sponsored by state Sen. Nicholas Sacco, D-North Bergen, regarding public libraries' surpluses, has been signed into law.

A bill sponsored by state legislators from Hudson County requiring public libraries to return some of their surplus funding to the municipalities has been signed into law.

The Senate version of the bill was sponsored by Nicholas Sacco, D-North Bergen, and the Assembly version was sponsored by Joan Quigley, D-Jersey City, and Vincent Prieto, D-Secaucus.

Sacco, also the North Bergen mayor, has said that he introduced the bill after noticing the North Bergen public library was carrying a $1.9 million surplus.

"Now that this bill has passed, municipalities will be able to redirect excessive library surpluses directly toward property tax relief, which is urgently needed by many New Jersey residents," Sacco said. "Struggling libraries will not be affected and many municipalities will see a great benefit, helping them continue to operate under the state-mandated two percent tax cap."

Gee... isn't Sacco brilliant. I didn't know that libraries could be for-profit operations! Brilliant Mr. Sacco!
