View Larger Map Jersey City man charged with DWI, passenger arrested as disorderly, police say Thursday, March 04, 2010 By MICHAELANGELO CONTE JOURNAL STAFF WRITER A Jersey City man was charged with driving while intoxicated after nearly slamming into an unmarked police car early yesterday morning, and his ex-con passenger was busted after he mouthed off to the cops, reports said. Carlos A. Ruiz, 45, of Neptune Avenue, was arrested at 1:34 a.m. at Third Street and Jersey Avenue and charged with DWI and his Ford Explorer was impounded, reports said. Walter Mendoza, 39, of Baldwin Avenue near Mercer Street, was also arrested and he was charged with resisting arrest and disorderly conduct, reports said. The officer said he saw the Explorer speeding, run a stop sign at Third and Coles street, and held his breath as it nearly slammed into his vehicle, reports said. When he pulled the SUV over, the cop noticed a strong odor of alcohol on Ruiz's breath and saw he had bloodshot eyes and slurred speech, reports said. When the officer told Ruiz he was under arrest for suspected DWI, Mendoza began yelling and cursing at the cop, reports said. And when Mendoza was told he also was under arrest, he began flailing his arms at the officer, reports said. Mendoza was in prison from April 19, 2007 to Oct. 14, 2008 on a conviction for drug possession with intent to distribute within 1,000 feet of school property, according to state corrections records.
