Arrests at Reed St. building where cops were shot in July

Four people were arrested Tuesday at the troubled building where a Jersey City police officer was mortally wounded during a shootout in July.

Cops were watching the block, a known drug area, Tuesday and saw Barbara Elmore, 52, exchange what they believed to be a vial of cocaine for $8, according to reports.

Police arrested the 24 Reed St. resident on numerous drug charges and found three more vials of suspected cocaine in her possession, police said.

Police officers searched the building and arrested three others - Jervel Tucker, Corey Nettles and James Gadsen of Jersey City - on open warrants, police said. Cops also found tablets of OxyContin in the vestibule of 24 Reed St., reports said.

Gadsen, who lives in the apartment next to Elmore, was arrested inside the building, while Tucker and Nettles, who live elsewhere on the block, were arrested outside, police said.

According to city Police Director Sam Jefferson, there has been an increased police presence on Reed Street since July 16 when an armed robbery suspect who lived in the building shot four Jersey City police officers and one Port Authority police officer.

Officer Marc DiNardo, 37, succumbed to his wounds just days later, leaving a wife and three young children. After he was injured, he was elevated to detective.

So far this year, there have been 32 drug-related arrests at 24 Reed St., and on July 19 an additional narcotics arrest was made elsewhere on the block, police said.

75 violations in small building - worth $50G and court date

Jersey City inspectors issued roughly $50,000 in violations and arrested two people for shooting up heroin when they descended on a building 10 days ago near the scene of the shootout that ended with five police officers wounded on July 16. Detective Marc DiNardo died from his wounds on July 21.

"The building was a neglected property on that corner and it's a quality-of-life issue for residents, especially in that neighborhood in light of what happened," Mayor's Task Force Chairman Mark Redfield said Monday.

When city officials entered the building at Reed Street and Bergen Avenue at about 1 p.m. July 22, police detectives with them quickly arrested two people who are not residents of the building after finding them doing drugs, Redfield said.

Inspectors found the legal three-unit building at 678 Bergen Ave. had been illegally converted into four units. They cited it as an illegal boarding house when they learned rooms in the fourth apartment had been rented to three separate tenants, Redfield said.

The building is managed by Steve Pappas' Apartments Are Us, located on Bergen Avenue, and the building is owned by Pappas' father, Tom Pappas, Redfield said.

When inspectors arrived, Public Service Electric & Gas and United Water workers were at the site turning off the utilities due to nonpayment, Redfield said, adding that the owner quickly paid the bill, averting the possibility that inspectors would have to vacate the building.

A total of about 75 violations were issued by fire, housing and zoning code officials and the owner began repairs immediately, he said.

"Management is 100 yards from that property. There is no reason why the door locks should not be working - why people should be getting high in the hallways," Redfield added.

Steve Pappas said, "We are in the process of abating all the violations."

The summonses were issued to the father and son and they are to appear in Jersey City Municipal Court on Aug. 20 at 9 a.m.
