Jersey City police charged a Bronx man with driving while intoxicated and drug possession after police found him slumped over the steering wheel of an idling car Wednesday night, reports said.

Arrested at Baldwin Avenue and Waverly Street at 6:33 p.m., Ruben D. Sims, 28, was found with a partially burned cigar wrapper filled with suspected marijuana and a wet cigarette that had possibly been dipped in formaldehyde, reports said.

Officers kept asking him if he was okay, but he didn't respond, reports said.

When he finally came to, his eyes were bloodshot, his speech slurred, he was incoherent and he could not stand on his own, reports said.

Police impounded Sims' car, and Sims was taken to the Jersey City Medical Center, where a blood sample was taken, reports said.
