Call the Fire Dept. They will break down the door to gain access. It is an Emergency and you have the right to do so from what I understand. The Fire Dept will shut off the water and stop the leak.

A large leak from a unit in our building is causing damage to a structural beam. We've left several messages for the owner, but she has not returned any calls. Are there any other options? The leak needs to be repaired as soon as possible!
