Bring it to the attention of your elected ward councillor - this is something they can handle but if they don't know and the community don't voice their concerns, things will not change.
In my ward, residents hound the councillor when required with often good results

Yes agree,
I noticed since Jan. of last year that it is not the same. Less people come out, and they are not as eager to pick up all the trash. At many times they leave small items behind. My neighbors and I trimmed trees on different days and cut them up and placed them in small bundles and it took several pick-ups for the trash to go. In 2013, it would have all been picked up on 1 night.

anyone notice the trash pickup getting worse lately?
I'll give them a slight pass for overlooking white bags in snow banks this week, but nearly my entire block was missed on Thursday, including bright blue recycling bags. calls to JCIA yielded promises, but no action.
