Seems like it might be part of the fire department's new vacant building marking system that is supposed to alert first responders to potential dangers:

Just walked over to Ocean and noticed several buildings have bold red signs on them with numbers which I assume is the address and the year 2013. Looks like some of them are abandon. Does anyone know what these signs mean?
