I checked a few of these numbered roads on your link. It looks to me that this is an inventory of traffic signals, and wherever there is an intersection with a traffic signal, both streets are appear to be numbered, perhaps for service or accuracy of location of a particular piece of equipment. Kennedy Blvd is a county road.

I suspect its a typo, and its referring to Van Houten Avenue in Passaic. Passaic County Road 614, Van Houten Avenue in Jersey City is not a County Road.

Why is Van Houten Avenue also designated Hudson County 714?

My curiosity is because Van Houten is a short street that dead ends just shortly after it begins at The Boulevard and its' only other intersections are Iorio Court and Casper Court.
