Umm, I didn't read closely enough, just drove past and it's only westbound Newark can turn and go eastbound on Observer. Still useful, but not "open".

They're opening up Madison northbound from Newark. About freakin time! I'd long concluded the point of the traffic design of the Hoboken-JC interface was to keep people out of Hoboken, there being only Jackson & Park northbound west of Bloomfield. Now if they open the intersection of Newark & Observer the idiocy and choke points will end.
