The agencies in charge are basically non-profit organizations. Some of them have been in existence for over 35 years and have had these services for over 20 years. I do not know any other restrictions that are placed on the funding. I did some research and found out that the Weatherization agency in our city/county is PACO.

Jay_Res - I found two points raised in the article particularly telling - one was the comment about tight Federal deadlines, and the other was this description of how the project was structured: "State officials hope to weatherize 13,381 homes, mostly by working with 22 local agencies. The agencies make purchases and perform the work, then apply to Community Affairs for federally funded grants."

In other words, you have local agencies responsible for nearly 700 home renovation projects! Not only that, they have to perform the work in advance and be reimbursed. I am not at all surprised by this. What are these local agencies? Did anyone ascertain if they had the capacity or experience to manage this many projects?

Do we know what other requirements, restrictions, etc. the Feds put on the funds? I know from experience the HUD CD Block Grants come with many restrictions.

I got quite upset while reading this article about the waste of resources within the State's Weatherization Program.. Sad that the feds gave up $60 million to the State for weatherization that is really needed, especially in JC, and only 10% has been used; and, from the 10%, a lot of it is "wasteful spending!" Thoughts??
