That whole 25 Senate Place deal is rotten. The developer was in default of several agreements on various other projects throughout the city when applying for the abatement. When this was pointed out to the administration, the developer then claimed he wasn't the developer (!), just a "consultant to the project", (despite having filed paperwork already showing that he - Dean Geibel - was, in fact, the developer.) Rather than use the opportunity to enforce these agreements, the administration gave him everything he asked for. Why? Geibel has a long relationship with Tom Bertoli, Fulop's fixer. Bertoli was hired onto this project (as he is hired on to so many projects that get very favorable outcomes) and the mayor instructed the bobble head section of the city council to approve. (Osborne, Lavarro and Yun voted against. Boggiano voted for because he's against abatements - except the ones in his ward.)
I'm not surprised the PILOT payments were less than the agreement - the project defaulted on their affordable housing contribution right out of the gate.
