View Larger Map Man who filed complaint against police arrested again 10 days later Published: Wednesday, October 26, 2011, 3:00 AM By Michaelangelo Conte/The Jersey Journal A Jersey City man who filed an internal affairs complaint after an arrest 10 days ago left him with a black eye and broken rib was arrested again yesterday and charged with assaulting police officers again, officials said. VICTOR NAVARRO, who has accused Jersey City police of assaulting him during an arrest on Oct. 15, has been charged a second time with assaulting officers. Victor Navarro, 32, of Baldwin Avenue, was arrested in the Brunswick Estates housing complex on Monmouth Street at about 1:20 a.m. yesterday and charged with aggravated assault on a police officer, resisting arrest and criminal mischief, reports say. The felon was arrested in the early morning hours of Oct. 15 outside JP's Bar on Mallory Avenue and charged with resisting arrest and aggravated assault on two police officers who he allegedly punched multiple times, according to the criminal complaint. Yesterday morning officers were flagged down by Navarro's ex-girlfriend who said he was intoxicated, had her phone, and was sitting on her porch blocking her entrance, reports said. She said he had also pushed her air conditioner through the wall and climbed inside, reports said. Navarro gave the phone back and left but quickly returned, "acting in an irate manner, yelling obscenities and wanted the phone back," reports said. When cops told him he was under arrest, he resisted, pushed an officer and ran away, reports said. When caught, Navarro kicked and punched at officers and once in a cruiser, he kicked out a window, reports said. In the IA complaint, Navarro said when he and friends left JP's Bar at closing time they came upon an officer who was saying he was going to beat people up. Navarro stated someone in the crowd punched the officer and a second cop then pulled out a gun and pointed it at the crowd, according to the IA complaint. Navarro said he stopped the man from hitting the officer again, but as marked cars arrived, the officer that was struck began pointing out people he wanted arrested and he pointed at Navarro, the IA complaint states. Navarro said "Are you serious?" and was suddenly struck in the head with a police radio by a third officer, according to the complaint. Navarro said he got on the ground with his hands behind his back, but after being cuffed, officers punched and kicked him, causing the broken rib and other marks and bruises. Navarro was in prison from June 13, 2003 to Nov. 20, 2005 for burglary and three counts of receiving stolen property, corrections records say.
