One of Hudson County?s most wanted fugitives was arrested this week on charges of armed robbery. Douglass Pipher, 34, of Jersey City is charged with robbery, possession of a weapon, and possession of a weapon for unlawful purposes. On Oct. 12, a man was riding his ?fixie? bicycle with a friend on Bergen Avenue near Bidwell Avenue when he was approached from behind by a man -- later identified as Pipher, a police report states. That's when Pipher grabbed his bike and said, ?This is my bike. Where did you get it?? police say.  Douglass Pipher was arrested Monday in Jersey City, police said. (Courtesy of HCPO) More
