According to the article:
Morrill said fire was under control by 4:45 a.m. and Arson investigators have deemed the fire suspicious and are continuing to investigate.

Morrill is the city spokesperson. She likely doesn't have all the details yet.

However, if someone said this:
The 4 a.m. fire originated at 535 Mercer St., a 1-story vacant building...
I'd say it is pretty suspicious that a fire would break out in a building that is vacant.

A suspicious 3-alarm fire that gutted one building and pumped heavy smoke into a large apartment building next door early this morning near Jersey City's McGinley Square has displaced 37 residents -- 19 adults and 18 children.

Abdelaim Abdelbaky, who resides on the top floor of the 3-story, multifamily apartment building at 53-55 Jordan Ave., said he woke to hear a fellow resident yelling and when he looked out his window, he saw the man on the sidewalk.

"'Please people, get out!'" Abdelbaky said the man was yelling. "'We have fire.
