Maybe prescription drugs in cities / urban areas need to be handed out on a weekly basis to help mitigate redistribution or resale.

Bail was set at $50,000 cash or bond for a Jersey City felon on charges he was distributing suspected oxycodone and Buprenorphine in a Hoboken public housing complex. Mark S. Jacoby, 47, of the 100 block of Bowers Street, made his first court appearance Tuesday on the charges. Finally, he is charged with possession of two Oxycodone pills with intent to distribute near school property and near public property, as well as possession of one bag of heroin, possession of a hypodermic syringe, possession of drug paraphernalia and trespassing, the complaint says.
