Yeah I've rebuilt my share of sashes, rails and stiles. Even found a place that still manufactures wavy glass. Time consuming but any window that has survived more than 100 years deserves another 100.

If you are in a landmarked district you have to submit drawings of the fence to landmark first for approval. There is no "grandfathering" or "pass" exemption in the code. If you had previously conforming (vinyl) windows that you've decided to replace you, like everyone else in the district, will be required to install historically "appropriate" examples.

Nothing to restore with vinyl windows. Problem is he won't be able to replace like with like. It's gonna have to be an all wood window in the historic district, whether Marvin, Pella, Anderson or any other of the larger window companies. They will allow casements in place of double hung, but only if they have the simulated check rail and a wide bottom rail to mimic the look of a double hung.

FYI, this is what Wreiden will require per HP design guidelines for windows:
Sketches or signed archi drawings; Color and materials samples and manufacturer specs for all materials to be used including cut sheets, sample paint chips, etc; Current color photograph of front elevation of existing building; 1938 Tax Assessor?s photo (many of these were lost due to flood).

Historic district mandates replacement of existing non-historic windows with all wood (no exterior cladding) with original grill pattern. You'll also be required to buy them primed and paint them in an approved color. Cladded or any type of fiberglass is a absolute no go and you won't get a certificate of appropriateness for those. You are better served leaving the existing vinyls in place.

No background check???? In any event, strongly rec you send the building owner and property manager a certified letter letting them know that you know Mr. Thrower's history. That should raise enough liability concerns to prompt their termination of his lease or further investigation as situation may warrant.

I looked at this building with a potential buyer and my PE a few years back. It was a leaning tower then but fully occupied. If I recall correctly, this was one of two buildings sharing a common party wall. The owners of the buildings could not get their act together. In any event, at least then, the owner I met was a greedy bastard and the asking price was far too high for the project to make any sense given the height restrictions for the lot and the aforementioned issues with the party wall. Guess it never did sell after all.

Petitioner moves to suspend respondent attorneys, all of whom were admitted to practice in this Department, on the ground that they have failed to file a registration statement in accordance with Judiciary Law ? 468-a and the Rules of the Chief Administrator of the Courts (22 NYCRR) part 118. The moving papers indicate that despite written notices sent to them by the Office of Court Administration at their last known address, respondents have failed to register. Judiciary Law ? 468-a (5) provides that noncompliance with the statute and rules regarding attorney registration "shall constitute conduct prejudicial to the administration of justice and shall be referred to the appropriate appellate division . . . for disciplinary action." This Court has previously held that failure to comply with the registration requirements is professional misconduct warranting discipline (see e.g. Matter of Arms, 251 AD2d 743 [1998]; Matter of Ryan, 238 AD2d 713 [1997]; Matter of Farley, 205 AD2d 874 [1994]). In view of respondents' continued failure to comply with the attorney registration requirements of the Judiciary Law and the Rules of the Chief Administrator of the Courts, petitioner's motion is granted and the respondents listed on the schedule attached hereto are suspended, effective 30 days from the date of this order, until further order of this Court (see Matter of Attorneys in Violation of Judiciary Law ? 468-a, 65 AD3d 1447 [2009]).
