The governor said he would also issue an executive order on Monday that will direct all state departments, agencies and authorities to immediately freeze all applications, permits and approvals for development. Seems like the longtime critics may feel somewhat vindicated by this situation -- but again, what difference does it make? What evidence is there that he will govern any 'worse' -- now that he is the subject of a federal complaint -- than he did before?

It's REGISTERED VOTERS, not who actually voted, which means if only 50% of registrants voted (that's what I recall), you need to get signatures of 50% of all people who actually voted. Pretty steep hill. In California it takes 12% of the number of votes cast in the previous elections.

A photograph taken of an individual on public property for the non-commercial use of the photographer is generally fair game and no consent or formal release is required, as far as I'm aware. It can be posted on Flickr or any other photo-sharing site. Ethically there may be other arguments, and a Flickr search on the terms "candid + [insert name of body part]" highlights that. However, don't forget the Constitutional principles upon which in part the laws of the United States are based. I'm not thrilled by the idea of a stranger taking my photograph without my knowledge or permission, but I'm thankful that he or she is entitled to do so.

To the OP, I agree that sounds like an odd scene, but it's probably harmless. It's unlikely she would have asked permission otherwise.
