The president of the Hudson County District Society for the Prevention of Cruelty Animals withdrew almost $12,000 from the bank account of the now-shuttered Jersey City animal shelter, where the rotting carcasses of 16 animals was retrieved by city officials yesterday.

Sovereign Bank records show that Hector Carbajales, who now contracts independently with Union City and North Bergen to pick up their strays, personally withdrew $11,790 in multiple installments ranging from $40 to $2,200 in April from the account of the HCSPCA.

It is not clear what the money was used for, since Carbajales could not be reached at his home or by phone for comment.

But Diana H Jeffrey, an attorney for public interest law firm New Jersey Appleseed, questioned what the money could have been used for since he had no shelter to operate, and Carbajales has said he was a volunteer.

"But if that is his salary, he is the best-paid animal control officer I have ever met," Jeffrey said.
Carbajales is certified by the state to contract with municipalities to pick up strays, sick and abused animals. He has been paid for his personal contracts with Union City and North Bergen since April, when the HCSPCA shelter closed.

Jeffrey said Carbajales has not followed through on promises to supply the names of board members of the HCSPCA and has not filed audited financial statements or registered the non-profit with the state since 2001.

Richard Censullo, the health officer for Union City and North Bergen, said the municipalities awarded month-to-month emergency contracts with Carbajales while they were looking for another animal control officer.

After the decaying corpses of dogs, cats and a goat were found bagged up in a freezer yesterday, questions were raised about whether he continued to operate the shelter after it closed.

Letters show that Roseann Trezza, the executive director of the Associated Humane Society in Newark, denied claims by Carbajales that he had an agreement to take animals there.

Carbajales has approached the Jersey Animal Coalition Inc., a now-closed no-kill shelter in South Orange, to see if it would accept strays, said the manager there, Doreen Roman. She said the shelter received a handful over the six months before the Jersey City shelter closed but none since.

In April, a judge ordered the transfer of 15 dogs, 24 cats and a ferret from the HCSPCA shelter, on Johnston Avenue, to the Liberty Humane shelter on Jersey City Boulevard. The closed shelter was flooded and ransacked earlier this month.

Jersey City officials are waiting for a full autopsy on the dead animals found at the HCSPCA shelter to determine what additional charges, if any, Carbajales may face. He is already facing charges of improper storage of medical waste and creating a public nuisance.

Jersey City is returning to state Superior Court Thursday over the original closure of the facility
because of health violations.

Animal cruelty charges are pending against Carbajales and will be heard in Guttenberg Municipal Court on July 15.

Carbajales is also suing Jersey City Animal Control Officer Joe Frank.

Hamilton Park Dog Run, pitbull attack

So today in the dog run, I was there as usual to throw the ball for my dog, Rosie. And, there was a tan colored, female pitbull at the other end of the tennis court. As usual, I threw the ball for Rosie and when she went to fetch it, the pitbull viciously attacked her. Nice. So I tell the guy to get his f*ckin, vicious dog out of there. And he starts yelling at me. I am sorry, if your dog is aggressive, do not put into the pen with other dogs. It's that simple. The guy, young hispanic looking dude did not stick around long. And my friend who was on his way back from Basic, said that he saw the guy running away. So if you happen to see this duo, make sure you don't have your dog in there and call Animal control. (not that it has done anything to help in the past.)Anyway, Rosie is now staying overnight at the vet, and has to be put under to have stitches put in. It is expensive and traumatic. I am so sick of irresponsible people. UGH!

You may also want to email the fire safety supervisor at Bureau of Fire Safety, Department of Community Affairs. His email is gsmyth@dca.state.nj.us. He is very helpful. I had questions about fire escape codes as we have just bought a multi-family brownstone and wanted to make sure that I was in compliance with the code prior to my 5 year green card inspection. Mr. Smyth even mailed me the FTO bulletin on fire escapes.

I was born and raised in the Western Slope area of the Heights and because of the paucity of affordable, pet-friendly housing, have lived on Palisade Avenue and Franklin for 5 years.??In addition, while I am unable to give you much input on parking outside of what my current landlord has told me, because I rely on my feet, my bike and public transportation to get around, I can give you an up close and personal perspective of what goes on around.?

The vintage shop someone else mentioned in on Bowers Street between Central and Cambridge.? The JC Heights Public Library, although small, is well-stocked and the staff is wonderful.?

There are no high-end cafes.? However, out of all the area Dunkin Donuts I have patronized (Grove Street, Hoboken, Union City, Journal Square, I have to say the staff at the one at Central Avenue and Griffith are the nicest.? The Lincoln Inn is overpriced for what it is.? Renato's on Cambridge between Franklin and Hutton and Gino's on Central between Thorne and Bowers offer servicable Italian fare.? I haven't been in Tommy's, the Greek diner on Central between Bowers and Lincoln since it renovated but have heard good things.? The Pan Asian Restaurant is very good, as is Lenin's, an Ecuadorian-Italian restaurant soldiering on on right on Palisade between Hutton and Franklin.? These last two places are BYOB.? Palisades Wines on Palisade and Hutton and Central Avenue Liquor across the street from? Pershing Fields often have wine tastings.

The Reservoir, just south of Pershing Fields Park is GLORIOUS.? I am glad that the city showed some foresight for once and did not sacrifice it on the altar of development.??? You feel like you are in the Delaware Water Gap.? They offer free kayaking several times over the summer. Pershing Fields has a public swimming pool that is clean and reasonable.? They also have a skating rink in the winter.

I can assure you that the entire stretch of Ogden Avenue is WONDERFUL.?? Since you are looking at the stretch between Griffith and Franklin, you can walk down Mountain Road to catch the Light Rail on 2nd Street & Observer Hwy to get to Hoboken.? (If you are ambitious, you can walk there in a half hour, bike there in ten.)? If you want to visit NYC, the PATH ride from Hoboken to 33rd Street is only 15 minutes.? You can also use the Light Rail to get to the Newport-Pavonia area.After dark, I would recommend staying on one stop longer and using the 9th Street Station.? You can then take the elevator to Congress Street and Observer Highway, cross over and walk down Ogden Avenue.? If the weather is bad, I recommend walking up to Palisade and Congress catching one of the numerous vans (jitneys) to Griffith.?? I am sure that realtors have emphasized how accessibile public transportation is in this area and how you are only a twenty minute bus ride away from Manhattan and a ten minute bus ride away from Hoboken.? WHAT THEY WON'T TELL YOU IS THIS - THE SAD TRUTH IS THAT WITH THE EXECEPTION OF THE LOCAL COMMUTER VANS RUNNING FROM NEWPORT-PAVONIA TO BERGENLINE NOTHING RUINS REGULARLY.? During rush hour, the #87 is supposed to run every seven minutes to Hoboken but instead, you get 4 buses every twenty minutes to a half hour.? When the 99S ran along Palisade Avenue, it was just as bad.? (It now runs along Central before turning east down Congress and along the Hoboken viaduct.) The vans to NYC that run along this route also are infrequent, compared to the NYC van lines running along Kennedy Blvd.

As far as crime goes, as someone who lives on Palisade near Franklin, despite the rampant gentrification, it can be rough. Growing up, I always heard stories about Franklin.? When I found a pet-friendly apartment on Palisade near hear, I asked around and heard it got better.? A few days after I signed the lease in the summer of 2005, as I was heading east with my isteralong Franklin early one summer evening, I saw a crowd gathered on Franklin between Palisade andNew York.? They were watching two girls rolling around on the sidewalk, kicking and punching each other.? My sister asked me if it were too late to break the? lease.? A month later, I made the mistake of asking some kids to get off of the steps of the building I lived in so I can get into my house.? (One of the combatants were in the group.)? For the rest of the summer, I was targeted.?? Whenever they saw me they would surround me, threatening me although they would disperse when I called the police.? As far as police response goes, even though a police station is five blocks away, it took forty minutes for them to?respond to one call.I have also read stories of random gunfire and mugging on Palisade from Ferry through Hutton in the Jersey Journal.? As recently as May, they reported that someone leaving The Little Man Tavern at Ferry and Palisade was mugged at Franklin and Palisade, less than a block away.? It was before midnight on a Saturday night.? However, from my perspective, outside of a local drunk who walks up and down Franklin yelling out at the top of his lungs in a language only he knows and has been knows to show off his family jewels on occasion, the trash hanging out talking at the top of their lungs on warm nights and the occasional prostitute, Franklin, although far from gentrified, is better than it was even five years ago and MUCH better than stretches of Bergen-LaFayette and Greenville.

Ahhh funny that you should ask....

Yes several former Board Members were positively affected by this but in the spirit of being fair...several former Board Members were negatively affected by this.

At this point what it needs to be is Fair & equitable for everyone...period.

My blood pressure goes through the roof just thinking about it.

70+ unit owers are being negatively impacted by this, I wonder how many owner are being positively impacted by this (with lower common charges). Any chance that the board members are in the latter catagory and that is why they don't want to change anything?

Jersey City police and animal control officers were barraged with flies, maggots and the stench of rotting carcasses as they removed the remains of dogs, cats and a goat yesterday from a shelter that was shuttered more than two months ago, city officials and witnesses said.

The carcasses, which totaled 15 inside eight bags, were pulled from an unplugged freezer at the troubled Hudson County Society for the Protection of Cruelty to Animals on Johnston Avenue. Also found at the facility were syringes and medical waste.

Hector Carbajales, president of the HCSPCA, is facing criminal charges for violating state regulations on disposal of medical waste, Jersey City spokeswoman Jennifer Morrill said. He was also cited with additional violations regarding the state of the shelter, Morrill said. Carbajales could not be reached for comment.

Yesterday the Fire Department set up a hazardous materials unit to decontaminate workers who removed the remains, and the Department of Public Works is expected to examine the property today, Morrill said.

In early June the shelter was ransacked and flooded after copper piping was ripped out, police said at the time. The Jersey City Fire Department shut off the water, but the main building sustained "excessive water damage."

The Jersey City Health Department first learned about the gruesome discovery Friday when it was contacted by Channel 11 News following up on a tip, officials said.

A horrified utility contractor told Channel 11 that he was locating water lines; and when he entered the building he was nearly knocked over by the stench.

Jersey City is now investigating how the animals' remains were left behind when the shelter was closed.

The city is returning to civil court Thursday over receivership of the property. Criminal charges are also pending on July 15 against the operators of the HCSPCA.

STOP HECTOR CARBAJALES NOW
The battle to provide humane animal care in North Bergen and Union City continues. Even after the SPCA shelter in Jersey City was ordered shut April 11th by the court and the live animals sent to another shelter, Union City and North Bergen continue to pay Hector Carbajales to pick up strays. Even though UC and NB have been repeated informed that Hector has no shelter to take these animals, UC and NB continue to PAY Hector Carbajales. What is happening to these animals? Even though Hector left 16 dead animals rotting in a freezer at the SPCA, and in spite of two news casts, UC and NB continue to PAY Hector Carbajales to pick up strays. ENOUGH ALREADY. Please be a voice for the animals. Call North Bergen Mayor Nicholas Sacco and Union City's Mayor Brian Stack and demand that they drop their contract with Hector immediately and obtain services from a responsible, humane provider. i actually know a couple people that live right there. they've never said a bad thing, and they really like it. 2 were from hoboken, one from downtown. i think its a pretty decent block.

whatever it used to be back in its heyday (will that EVER die- things change people, it happens EVERYWHERE not just the damn heights), i have to say its pretty damn good now, but what do i know. i just love my block and know most of the people on it, well enough to say hi and have a great day. thats more than i've had in any neighborhood i've lived in in the past 15 years....

Its a Damm shame you weren't around 20+years ago to see just how really nice it was to live in the heights.

Whats acceptable as being "Nice" today would be considered a slap in the face to the Heights years back.

Then again, totally different Demographics and cultures imbedded into the Heights so it is what it is....

According to news reports, the place was ?broken into? twice?the first time cages and supplies were ?stolen?. The second time, adoption records were ?stolen? and copper piping was ripped out. Sound like an inside job? Maybe he sold the cages and supplies to hire an attorney, then the attorney told him that since he didn?t do any backgrounds on adoptors or maintain pets' health, the records should "disappear". Sound plausible?

The guy is supposedly a minister too. Tax scam? or do you think he?s just one of those self-righteous ones that sins at every corner? I'll go with both.

One other thing--don't be so anxious to put this on the state or SPCA. While they should have done a better job in policing this jerk, we are too quick in this country to pass off accountability to gov't agencies everytime someone doesn't care for the kids or commits some egregious act. Maybe if there was more personal responsibility this country wouldn't be in the place it's in. Instead, it's always some mental disease/defect. Sometime people do bad things because they are bad. Based upon what I've seen, this guy is just bad.

I've lived in the heights for over 20 years and this area has definitely changed. Aside from the Everything Jersey City Festival, the art scene has been growing and we now have a few galleries, such as Odd Box. And I even heard that a vintage store just opened up a few blocks away from Ogden.

The carjacking in the story in the Jersey Journal today happened about a block away from Kennedy and Harrison.

So, on the one hand, the neighborhood is not the wild wild west. On the other hand, it's probably not a neighborhood where you want to keep $100,000 in jewelry in your dresser.

Is the AZTEC motel in Sleazeside still around? It's right on the boardwalk and has a pool. It's filled with mostly drunk college kids but my parents used to take me there when I was a kid. Dirt cheap and never booked solid.
