If this is the way it's spelled out in the master deed, then everyone has to abide by it as it's a binding legal document. Now, presumably, if you're paying equal amounts of maintenance, then you should have equal voting rights in the association. It's a small comfort, but at least that means the big unit owners can't just steamroll their way through major decisions. I went through a similar experience.

Of course, you can amend a master deed, but most of them are set up to require three-quarters approval from the unit owners - a threshhold that's damn near impossible to achieve in most buildings. Usually, you'll find that just enough people benefit from the status quo to block any amendments. Often, your only recourse is to sue, but when you add up what it costs to retain an attorney - not to mention the grief and stress of going through a lawsuit - plus no guarantee that you'll win, a lot people decide to just suck it up and live with it. You need to carefully weigh the money you save in maintenance over the long run versus the cost of suing - and how long you would need to live there to recoup the legal costs. In our particular case, we decided the only winners in a lawsuit would be the lawyers themselves. As much as we hated the situation, we decided to chalk it up as experience. I now know in the future, if I ever buy another condo again, to ask for and thoroughly read the master deed and association by-laws BEFORE the closing, and to never ever leave it to my attorney to catch details like that.

Two weeks ago, developers of the old American Can factory on Dey Street in Jersey City came to the City Council, hat in hand, asking for a better tax abatement deal than the one they signed two years ago to help spur condo sales at the renovated building.

Council members were open to giving the project - in the shadow of the Pulaski Skyway and next to the roadway leading to the Holland Tunnel - a better tax break.

But in return for the help, Heights Councilman Bill Gaughan asked the developer, New York-based Coalco, to donate $150,000 to help run a recently started construction apprentice program in the city.

In the midst of a back and forth at a council caucus, Downtown Councilman Steve Fulop branded Gaughan's suggestion a "shake down."

"That's a bad word to use," Gaughan exploded, as he wagged his finger at Fulop. "Don't use 'shake down.' I resent his comment."

Whatever you want to call it, it worked.

On Monday night, Coalco representatives offered to donate $100,000 to the city's apprentice program.

"I think it's a victory for Jersey City residents who are going to be in the program and it's a victory for Coalco, because we certainly want them to sell their 500-plus units," Gaughan said. "I was upset at my colleague Steve Fulop for calling me a 'shake down' artist," he added.

Fulop didn't back away from the characterization yesterday.

"City tax abatements, granted or not granted, should stand on their own merit, not who you pay off," Fulop said. "It is just bad business policy to shake down developers, no matter how good the cause."

According to the terms of the new abatement deal, rather than paying 16 percent of revenue in lieu of conventional property taxes over the next 30 years, owners would pay 10 percent for the first 10 years, 12 percent for the next 10 and 14 percent for the final 10 years.

The new agreement is up for final adoption at tonight's council meeting at 6 at Middle School 4, 107 Bright St.


I don't get it.. Fulop is mad that the city wanted the developer to give something up for the tax break? Does he propose simply throwing more free money at the developer so they can sell their units faster? I for one am glad that Gaughan was able to get that donation. It may not help me directly but it'll hopefully help people in JC who need it more

So, Bill, what are the chances that Wegman's will ever set up shop around here?? Or is that one of those fantasies that has about as much chance of happening as JC someday electing an honest and efficient city government? There's a Wegman's out near my parents' on Rt. 9 in Freehold or Manalapan (hard to tell in that part of Jersey where one town begins and another ends), and I just LOVE visiting that store everytime I'm out there. The place just totally rocks, and imho, beats Whole Foods any day of the week. We'd joke about the "Weekend at Weggies" whenever I visit my parents.

Thanks for the kind words and to the folks who were so nice to call the vets in the area right away. I am picking her up in an hour. I am sure she is fine, but will probably be wearing a head cone for a while. The whole situation just sucks. You really can't trust anyone you don't know.

not that i am defending abbey's, but there were fights on that street long before that bar opened. that block seemed to attract jerks. we complained about the barge all the time when we lived there, but it never seemed to help. there was always trash & bread all over the sidewalk, shady characters, late night yelling...i don't know if it is just holding on to an old reputation or if it is fueled by the house on the corner being partially boarded up forever or what, but you should get on the neighborhood watch phone list and get a bunch of people to call the police every time something happens...the police will get sick of going to the same place over and over and maybe you can get it cleaned up.

Jersey City police dog Froto once again assisted the police, this time by biting the ankle of an armed teen who robbed two women Monday night, cops said.

Two males with T-shirts pulled over their faces approached a 21-year-old Jersey City woman at the Hudson-Bergen Light Rail station at Martin Luther King Drive and Virginia Avenue around 11:20 p.m., according to police reports.

One of the males pointed a gun in her face and told her to give them her bag or he would shoot her, cops said.

About a half an hour later, a 24-year-old Jersey City woman was approached by two males fitting the same description at Claremont and Garfield avenues, police said, and they demanded money at gun point.

Police recognized one suspect, a 16-year-old Jersey City resident running on Cartaret Avenue, from the descriptions of both robberies, reports said.

He was warned twice after turning onto Arlington that the police dog would bite him if he didn't stop running but he ignored both warnings, cops said.

Police then released Froto, who ran after the juvenile and took him to the ground, reports said. Both victims were brought to the scene and positively identified the teen, police said.

He was charged with robbery, possession of a weapon for unlawful purposes, unlawful possession of a weapon and resisting arrest, cops said.

Police said they spotted his accomplice running on Cartaret Avenue and he hid in a backyard; cops warned him that they had a police dog who would bite him and when he did not respond, Froto was released but the alleged robber jumped the fence into an adjoining backyard and took off, police said.

The teen who was arrested was brought to the Jersey City Medical Center and then to the juvenile bureau, police said.

Earlier this month, Froto, a German Shepherd, tackled a man running with a gun on Bramhall Avenue.

3 teens charged with attack

Three Jersey City teens were arrested yesterday morning when cops saw them beating an 18-year-old man in the Heights, reports said.

The three teenagers - two are 15, the other is 14 - were seen chasing the victim to Prospect Street and to Lienau Place, a small street just east of Central Avenue, at 12:49 a.m., police said.

The victim broke away from the group, police said, and the rest of the group fled when they saw the police car.

The victim told police, "They just jumped me," and told police they tried to rob him, according to reports.

Police followed them onto Central and pulled alongside one while the other two ducked into the doorway of 144 Central Ave., reports said, where police caught up with them.

The victim was brought to the scene and identified all three juveniles, reports said.

As the price of gasoline continues to climb, thieves are stealing right out of your tank.

Gus Flores spent more than $50 to fill his tank with gas and spent just a bit more on a locking gas cap to keep it there.

Gus Flores says "people are getting desperate where they are starting to siphon out the gas from other vehicles now so you just never know."

Locking gas caps are flying off the hooks at the Pep Boys right next door.

Porter Jaushlin, Pep Boys store manager, says "they're really taking off. I would say we're selling ten times more than we were selling before."

Some locking caps are getting harder to find especially those for large SUVs and pickups with big gas tanks that make tempting targets for thieves.

The caps are simple enough to use.

Porter says "installing a locking gas cap is just like putting your regular one on, except for you got to use the key to unlock it."

Most work well enough to stop all but the most determined thief.

Porter says "the common thief will leave that locking gas cap alone because when you rip off the top of it the insert is in there and it is almost impossible to get it out."

H.B. Williams bought one for his granddaughter.

H.B. Williams says "I probably need one put on my car too, but they are out of it, so next time I will get one for it."

The leading manufacturer reports sales across the country have more than tripled over the past few months shooting up right along with the price of gas.

Yes, this has been happening in many places.

Apparently a common tactic lately has been to actually drill a hole into the gas tank because some little device inside the tank which is meant to cut off flow of fuel in the event of an accident also prevents gas from being siphoned. This technique is more often used on SUVs because there is more room between the ground and the tank, and because they hold more gas.

One of the women in my office had this happen in a municipal lot in Hackensack. The response from the PD there was "yes, we've had a few reports of this."

I do hope Rosie feels better soon.
I am sure we came across the same dog today if it was this evening. My dog was just about to poop, when a car stopped at the light and this tan pit bull almost jumped out of the car barking. I started walking away with my dog. Needless to say the occupants of the car did nothing to control their dog and fortunately the light turned green and the car moved.

Oh - sorry - and I forgot . I wished to talk to the manager tonight and inquire as to why there are many Shop-Rite brand items on the shelves of Morton Williams ( which is run by Associated in Manhatten). It was 8pm and I was told that there was no manager - (s)he would be in tomorrow. The young lady I questioned had no idea of why Shop-Rite brand items are sold there ( corn flakes, canned goods, orange juice, etc.)

Well - I went in tonight for a walk through. I'm Bill that works at Wegmans in Woodbridge - see my comments earlier in this post. Initially the store looks nice - new and clean and all - but what is with the large open spaces on the perishable side? The store could have certainly been laid out better! All that open wasted space. Perhaps they will tweak it in the weeks to come. Good cheese and produce selections - and neat signage - the large circular signs for each department. The bakery could be done a lot better - lots of pre-packaged vendor stuff brought in from the outside made up most of the bakery. The breads and cakes that are made there look nice. The fish looks just like Shop-Rite. How many days do they keep the fish there to sell ( again I'm used to fresh fish delivered each day ). Same with the meats, although better than the fish. The store is okay - certainly a good addition to the neighborhood, although I prefer my Hamilton Park.
Many items do not have price tags or prices on them - a no no for sure! The staff there wear jeans and sneakers and these funny dark red smocks. Again, I'm a Wegmans 'guy', so, yeah, I'm being picky here - can't help it. I gotta say, overall a disappointment. The store is good for grabbing some things from coming in from the Path from the city , sure. But this ain't no Wegmans I'm afraid.

Ms. Trezza should question her staff privately... I'll leave it that.

Whoever ends up receiving this shelter knows that there is so much work to be done in order to bring it up to code, but its potential is great. Jersey City residents should pull together and volunteer our services to help the receivers make this facility a showcase facility in the state. Plumbers, carpenters, metal workers and general contractors will be needed after "vandals" ransacked the place.

Closing it might mean that NJ State SPCA, the agency charged with ensuring compliance in the past, will stand to "profit" from this mess. The very agency that enabled the abuse should be held accountable.

Hudson County needs this shelter as local municipalities spend a lot of money sending their animals to Associated Humane in Newark.

This guy was an idiot and we couldn't talk sense into him. We stayed well away from him and hoped he would leave. Unfortunately there is no way to enforce dog-run etiquette. This guy was also a bit tweaked possibly by meth or something. His last words as he ran away after the attack were "you white people want the park for yourselves". The african-american woman standing next to me was amused by this comment.

Yes manhole colapse. I asked a fellow guarding the site tonight - due to budget cuts the police will guard the site till Friday when a subcontractor is scheduled to repair it. Friday. And our taxes keep going up and up. Paying for the guarding and the street being closed - plus a subcontractor to fix it - Friday.

What happened to the days where people showed accountability?
I cannot understand why one would allow a dog that's aggressive in close proximity to other dogs. That's just irresponsible, neglectful and stupid.
I am disgusted that this jerkoff didn't have the common decency to apologize. He had the audacity to yell when he was dead wrong.
The least he could've done was given you his number. He should be paying for that vet bell. I'd be looking for this jerk if I were you...

Gas was stolen from 3 parked cars in our neighborhood overnight.
It appeared the ass-wipes damaged the cars to gain access.
With the price of gas slowly going up, I can only guess that gas theft will only increase.
