When the bribe is over $2000, it comes under the definition of extenuating circumstances and no crime is deemed to have been committed.

State Cracks Down on Gas Stations For Price Discrepancies, Inaccurate Pumps

As gas prices soar, you may not be getting what you pay for, even as you pay more and more.

State authorities on Thursday announced 350 gas stations were fined out of 1,023 stations that were inspected during a recent three-day operation in all 21 counties.
The most common violation (62) found by inspection teams was inaccurately calibrated pumps which dispensed fewer gallons into a driver's tank than the amount the customer paid for.

Weights and measures inspectors also discovered pricing discrepancies and inaccurate octane ratings.
Sate Attorney General Anne Milgram calls the investigation "deeply troubling," but conceded there is no way for a consumer to determine if he's getting less gas than what his receipt shows.

"What they're going to have to know is that we're out there doing it for them. To me, it is critically important the state and the counties play this role," said Milgram at a press conference at a West Orange gas station.

She encouraged customers to get out of their cars when they get gas to make sure they get the octane they requested and to verify if prices are properly posted.
If you spot something wrong at a gas station, like the prices being changed more than once per day, you are encouraged to call the state at 732-815-4840.

At this point just about nothing is shocking, but I gasped when I saw some dude casually riding his bike on the Pulaski this morning on my way to work. I feel like I'm going to die every time I drive over the Pulaski, I cannot even imagine what this dude was thinking. Suicide attempt or just straight up crazy?

Yeah well, I believe the joining fee for that course is $250,000.

Oh, and they got all the water for the golf course for a $50 hydrant fee. I believe this was later rectified after the developer bragged about cheating the city out of hundreds of thousands of dollars.

I think in 2009 or 2010, Liberty National Golf Club will be hosting a PGA event. So, just like any football or baseball stadium, I am sure they have to have the right amenities for the players and fans.

I hope the city and the PGA work something out in terms of charities, free golf clinics for kids with some pros or cheap tickets for residents and things like that, that will provide some financial and economic boast for the city while the PGA is in town for the week.

So I was riding my bike down at the far SW end of LSP the other day, and I came across this building under construction - I thought I was looking at a three quarter-size scale model of a terminal 3 at JFK or something: it's like 40-50 feet high, all glass, with an elevated ramp leading to it and a huge parking garage next door, right on the water...

Turns out it's the clubhouse for that new golf course. Even more ostentatious given the poverty a few blocks away, but hey that's what's great about America.

So, Union City and North Bergen's health officer, Richard Censullo, says "If I severed or terminated the relationship right now I would be creating a terrible crisis."

Forgive me for pointing out the obvious here, but isn't giving money to a man who claims he is picking up stray and injured animals and bringing them to Associated Humane in Newark WHEN ASSOCIATED HUMANE denies this a crisis?

They are going to wait until after they "investigate to see if there is any evidence of wrongdoing"?

Considering the ten year old history of this shelter, which remains the shame and embarassment of Hudson County EVEN AFTER IT IS CLOSED, what is North Bergen and Union City waiting for?

If this is a sample of the way problems are "handled" there, I would not invest in a home in either municipailty, even though Union City offers sweet tax abatements. Look at the service provided once you live there.

Would it surprise you to know that these municipalities have been given alternatives to this pistaol-packin' reverend? Business as usual in Hudson County - more lurid, embarassing stories to play out on New York City media - the same city Hudson County is always wooing. Come move your offices here. Come live here. Yeah, right

I once saw the results of a supermarket fire years ago. The carts outside didn't actually burn but they charred and melted into a multicolored mass of about a ton of plastic with wheels and handles sticking out at skewed angles.

Had it been smaller, I'd have bought it and submitted it to the Whitney Biennial...called perhaps CONSUMERISM?

It seems like we are on the same side here. I want Bjs to keep their carts at their store and you do as well. If you were to go back and read the whole thread, you might actually see I never once suggested we destroy the carts. And while Jahh may have, I think it stems from his frustration over Bjs unwillingness to do anything about it.

While I appreciate your solutions, calling me a coward for emailing just crosses a line. Firstly, I don't have all the time in the world to walk down to Bjs and talk with the manager. Also, that would imply he is actually there. Had you comprehended what I wrote in my previous posts, I have a tough enough time just getting the manager on the phone. You think a pop in is gonna get results? And if it doesn't, i should just keep walking back? The emails were an attempt to actually get some one to pay attention to the problem. Have you formed your group? Have you contacted reporters? When you start doing anything to help the situation, then you can mount your high horse and criticize how I handle things.

I am trying to solve this problem at the source, and why I do not think Bjs is solely responsible for the cart situation, they have the means to solve the problem. Do you honestly think your "Shame on You" campaign is viable? Do the people stealing these carts care if their picture is on some website? I will answer that for you. No. Other vendors in our area seem to have it licked. I honestly never see a Shop Rite or Pathmark cart. Its always Bjs.

To say I am badgering BJs is just false. I am attempting to get something done, and while my methods may not be popular with you, thats not really my concern. My concern is solving this problem.

It is a bit of a hike from JC, but I've been seeing Avery Scheiner on 79th Street in Manhattan for various things since 2003 and he has always been really nice, plus his staff is efficient. He's very good about explaining why he's recommending a particular treatment, what to expect, and listening to any concerns.

He does take insurance, not sure about United but he's accepted the various plans I've been on throughout the years.

These people are idiots. $500 bribes? JC officials are used to pocketing four and five figures to turn their back. One time I applied for a building permit, I was asked for $1200 cash just to upgrade a bathroom. Sheesh.

Do they really think an inspector will risk their cushy job for only $500??

Through an interlocal agreement with the Jersey City Housing Authority, the Jersey City Police Department is installing security cameras at the Booker T. Housing Family Development and Montgomery Gardens Family Development public housing complexes.

The measure was to be voted on last night by the City Council and was expected to win approval.

Several violent incidents have taken place at these public housing complexes in recent years, some of them fueled by gang rivalries, according to police and community leaders.

The five-year agreement calls for installing two cameras at each complex. The cameras will be monitored by the police department's CCTV Control Room.

The two-story warehouse at the corner of Bergen and Virginia avenues in Jersey City used to house toy trains.

Now renovated with a third floor and courtyard added, it's housing real families at an affordable price.

"This is 46 units of residential affordable rentals," Jersey City Mayor Jerramiah Healy said yesterday, joined by state Department of Community Affairs Commissioner Joseph V. Doria Jr. and other officials, at a ribbon-cutting ceremony for the Toy Factory Apartments. "It's a great deal."

Nearly three years in the making, the Toy Factory Apartments were developed by JP Affordable Housing of Jersey City. The project is owned by Jersey City Community Housing Corp., a nonprofit headed up by former NBA player and current school board member Terry Dehere.

One-bedroom apartments at the complex rent for $555 a month, plus utilities; two-bedrooms for $668; and three-bedrooms for $765. They all feature high ceilings, plenty of light, hardwood floors, large closets, new kitchens and baths. Some even have patios.

Since the $9.7 million development was mostly financed by a state tax credit program, it is only available to those making 50 percent or less of the area's median income.

In Hudson County, the median income is $24,350 for a single person, $27,800 for a couple and $31,300 for a family of three.

The development sits next to 11 single-family homes JP Affordable finished last year. Eight of these homes sold for $139,900, while three sold for $119,000, said Eugene O'Connell, JP Affordable's principal.

"It's difficult to find affordable housing in the inner city," said Kendra Law, a 21-year-old college student, as she showed off the two-bedroom apartment she and her 3-year-old son, Kymir, are about to move into.

Group wants state probe of shelter

A Newark-based attorney working for an animal rights group wants the state Attorney General to probe the finances of the Hudson County District Society for the Prevention of Cruelty to Animals shelter, where the decaying remains of 16 dogs, cats and a goat were found in an unplugged freezer Monday.

Diana H. Jeffrey, an attorney for New Jersey Appleseed, said she will notify the Attorney General's office that since May 2006, when the shelter's president, Hector Carbajales, took over, he has been taking contractual payments from North Bergen and Union City of roughly $7,400 each month to pick up animals and at the same time withdrawing up to an equivalent amount of cash from the shelter's bank account.

Jeffrey represents Hudson Animal Advocacy, a donation-funded organization set up to bring transparency and accountability to the shelter, she said.

Yesterday, The Jersey Journal revealed that Carbajales withdrew $11,790 in cash in multiple installments from the shelter's bank account in April.

Officials from the Attorney General's office did not return calls yesterday seeking comment.

Jeffrey said that because most of the money was withdrawn in cash, bank statements show very little record of the payment of bills normally associated with a shelter.

Carbajalas has previously said his records were destroyed when the shelter was broken into and ransacked earlier this month.

Union City and North Bergen now have emergency contracts of $5,000 a month with Carbajales to act as animal control officer while they find a new contractor, said Richard Censullo, health officer for both municipalities.

"If I severed or terminated the relationship right now I would be creating a terrible crisis," Censullo said. "But if our investigation shows there was anything improper we will move forward and terminate the contract without further discussion."

Jersey City is still considering charges against Carbajales in connection with the dead animals found at the shelter and they could hit him with causing a public nuisance and improper storage of medical waste, city spokeswoman Jennifer Morrill said.

Carbajales could not be reached for comment yesterday.

Animal cruelty charges against Carbajales will be heard July 15 in Guttenberg Municipal Court.

The American Society for the Protection of Cruelty to Animals does not have any affiliation with Hudson County District SPCA.

Cops: 3 broke car windows

Three Jersey City residents were arrested Tuesday night when a witness saw them breaking car windows on Oakland Avenue, police said.

Edwin Alvarez Reid, 20; Vernon Johnson, 20; and Marisol King, 21, were arrested at 11:47 p.m. and charged with burglary and criminal attempt, according to police reports.

An eyewitness saw all three break the driver's side window of a 1994 Mercedes and break the rear passenger window of a 2007 Toyota RAV4, cops said. The witness said Reid entered the RAV4, parked on Oakland and Washburn Street, police said.

Police saw the three walking toward McPherson Place. When they were approached, Reid began to curse and become irate while King started yelling and crying, cops said.

According to police, King said she had nothing to do with breaking the windows and wanted to go home to her 2-year-old daughter.

All three were identified by eye witnesses, police said.
