They're still wrong for the most part. Its historical value is incredibly minimal. Barely relevant to local and completely irrelevant on a national level.

3) So does most likely all of downtown JC
Terrible strawman argument. The ground surrounding the railroads further towards the waterfront was very polluted and needed serious cleanup. There's no reason to believe otherwise with this. Compare this with your standard empty lot and we're talking the difference between apples and Wednesday.

4) It hasn't decayed much in almost 100 years, and it probably won't in another 100
Actually the bridges were becoming a potential hazard, which was one of the reasons they were torn down. You should also check out the section by Marin, it came apart long ago.

5) The blight on the area is caused by other factors. There are hundreds of threads on this list about those issues. The embankment is not one of them.
I disagree with the original statement that it encourages vandalism, it is merely covered with it. Better the graffiti on a useless wall than elsewhere I suppose.

7) Any public park requires money to maintain. There is money in the city budget for parks.
Don't be dumb. Five bridges and their maintenance are not part of the standard budget for parks. Fencing for six blocks up and six blocks back and their maintenance are not part of the standard budget for parks. Multiple service ramps and their maintenance are not part of the standard budget for parks.

8) The only motive is to preserve the embankment and turn it into a park
Yes, and its a misguided motive.

9) The park renovation budget would be relatively small part of the city's expenditures
The budget this year had a shortfall of $800,000 ( http://jclist.com/modules/newbb/viewtopic.php?post_id=184504 ). And you want to add millions to it for cleanup, fencing, bridges, ramps and insurance?

Yes, and its detractors decry it as a 'playground for the opulent' because of the cost and its location.

I believe that the embankment should be demolished and hope you agree. In its place, I believe affordable (middle-class) housing should be built. This housing, built to the style of the surrounding brownstone neighborhood, would do so much more for the community and help stabilize declining property values. A derelict eyesore does nothing to help home values and its time has come. The embankment needs to go.

Stabilize declining property value... yes, by adding more property to neighborhood that has a surplus we are going to prop up home values..... and my property value is going to go up because there is more of the same across from me.... and not a green space.

Solid economic analysis. It added real credibility to your note.

Point 3 - I agree that there are toxins in the Embankment. The demolishing process would unleash those into the air for all to breathe.

Points 7 and 9 - The EPC has raised more than 7 million dollars for the creation of a park. This is NOT Jersey City tax payer money. The EPC has worked with Park Architects to create and price a viable design.

Point 8 - I am not aware of one person that is trying to "save a parking space".

I appreciate your opinion but please get your facts straight.

Funny part is I'm a bleeding heart liberal - almost socialist on most political scales - and a 20-year renter in the neighborhood... and I agree with fgjc almost completely.

Hi Vigilante...

Thanks for agreeing with me for points 1-7.

With regards to the L-word.... just say it... Liberal.

Actually, I am a Blue Dog Democrat. Liberally social, fiscally conservative.

If you want it you have to figure out how to pay for it and frankly, I am being taxed to death while our jobs are being sent overseas.

(sorry for the rant).

Did you read any of the posted comments that were posted? It's totally NIMBY.

OH MY GOD... not in my back yard. Damn my life might be inconvenienced... heaven forbid. I might loose my parking... I might have new neighbors in the back who might see me... loosing my privacy. Get a grip.

I would love to know how many of these folks are real tax paying PROPERTY OWNERS... or just transient RENTERS.

I'm an tax paying owner in Harsimus Cove and I say the Embankment has to go.

Renter's can easily move.

And if they do take it down, I am sure they will use duct tape and the left over plastic sheeting (go to ready.gov) to cover all windows of those on 5th and 6th street dwellings who are freaking out over any sort of change.

Anyways. Just a different point of view for consideration.

FG

P.S. please read the other points after the L-word.

Just posted my comments on-line with the Surface Transportation Board after I was handed a flyer this weekend. Here is what I posted and I thought I would share.

Hello.
I am a resident of downtown Jersey City, NJ in the Harsimus Cove neighborhood.

I believe that the abandoned Harsimus Cove Embankment should be demolished.

There are many reasons why this demolition should take place.
1) The embankment is no longer in use by any sort of railroad.
2) The sections of the embankment that are left have absolutely no historical value
3) Most certainly the embankment contains harmful toxic byproducts from its years of use as a railroad tressel
4) The embankment is a major safety issue in that it suffers from decay and portions of either stone or masonry have fallen off the tops of the structures.
5) The embankment is a blight on the downtown community, encouraging urban vandalism and graffiti
6) At night, the embankment is poorly lit, or not lit at all, and creates an UNSAFE environment for criminals to mug and rob citizens.
7) Pro embankment liberals have concocted an unfeasable plan to establish an elevated "park" without any financial plans for real viability. Meanwhile existing real parks such as Hamilton park just TWO blocks away desperately need major restoration.
8) Pro embankment persons are against change for the common good and have ulterior motives (like not loosing parking space access behind the embankment)
9) Even if a park could be funded and built, it would require significant investment and would increase already extremely high local property taxes
10) The embankment proposal has huge insurance implications. Unlike a traditional ground park, this is an elevated train tressel and because of the height, the insurance costs to the city would be enormously expensive. Also, very expensive safety measures would have to be incorporated to prevent someone from falling off.
11) The ground area abutting the embankment frequently becomes a dumping area for trash, rubbish, discarded shopping carts, etc.
12) certain portions of the embankment are listed on the internet as cruising grounds for inappropriate activity ranging from drug dealing to sexual misconduct - again presenting a danger to the community.

Should you have any questions please do not hesitate to contact me.

Thanks

-----
Unfortunately not everyone is FOR this. How about we fix Hamilton park and get a real dog run in there first. Similar to what was done in Van Vorst park.

Feel free to flame away, but this is my point of view and I bet there are many who share it.

FG

Parks are great. Parks that cost money that could be better spent elsewhere are not. Again, assuming the plan you want is to make it a 6-block long elevated park, you need to rebuild 5 bridges and maintain them, build fencing and maintain it and build multiple access ramps and maintain them. The park is barely wide enough (or not wide enough at all) for many standard things one puts in parks, such as a tennis court, basketball court, etc. So you have a 6-block long walking path that costs millions to build and maintain.

Prefer practicality to pie in the sky, myself.

NO, most people don't want another construction site up in their neighborhood, most people aren't money hungry, shady developers, most people like the idea of working together to make a beautiful park with an awesome view of the city, which will create green space and add something truly unique to their city. Most people are tired of ugly, utterly boring developments that contribute nothing, absolutely nothing unique to our community.

SEA Issues Inadequate Report; Ask STB for Environmental Impact Statement

Help Us Get 1000 Comments to STB by April 7

The Section on Environmental Analysis (SEA) of the Surface Transportation Board just issued its preliminary Environmental Assessment (EA). It unfortunately accepts Conrail\'s version of Embankment environmental status hook, line, and sinker, despite evidence we previously submitted. It rejects the calls of the State Historic Preservation Office and many organizations for a full Environmental Impact Statement that will look at the wide spectrum of issues raised by abandonment. The public has until April 7 to convince SEA that its assessment is off-base and that a full Environmental Impact Statement is needed.

File Comments Now; and No Later Than April 7
Here\'s how:
1. Go to www.stb.dot.gov
2. Choose E-FILING from the menu at top.
3. On the web page that comes up, in the column at right, click on Environmental Comments.
4. A form will appear. In the four boxes for Docket No., enter the following: AB 167 1189 X
5. Then enter your contact information and comment and Submit.

Guidelines for comments are on our web site. Don\'t let the complexity of the issues stop you from filing a comment. If you are not steeped in the details, simply write something like:

\"Please authorize a full Environmental Impact Statement. It is wrong to allow Conrail to abandon the right of way when demolition and development plans will have severe adverse effects on our environment. I want a full and impartial study of direct and indirect effects of abandonment on our neighborhoods and families.\"

Please Tell Friends and Neighbors to Send Comments
Public input is extremely important at this stage. The STB is a federal regulatory agency that has a duty to enforce federal laws that protect the public interest. We have only until April 7 to urge the agency to do its job.

Alternative to Filing on the Web
If you are attending the HPC hearing April 1 (and we hope you are), Coalition members can give you forms on which you can enter your comments. We will then scan them into pdf files and submit them to the STB for you.

The Coalition has requested that public comment be carried over to a third hearing, so that the public has time to consider the presentations, and public comment will not be cut short. We cannot guarantee that this request will be granted, so if you plan to testify, come prepared. See our
guidelines.

Action Alert!

3-Day Countdown:

Get 1000 Comments to STB by April 7

1. Go to the STB web site.
2. Enter, in the first four boxes, AB 167 1189 X
3. Enter your contact information, your comment, and Submit.

Guidelines for Comments

Guidelines for comments are at the Coalition web site. If you have only a minute, just write: I want a full environmental study of the entire Harsimus Branch.

Resized Image Embankment Preservation Coalition
Filing Environmental Comments at STB Make Your Voice Count! Take a Moment to Make Our Park! DEADLINE: Mon, April 7, 2009, 4 p.m!
The Embankment Preservation Coalition requests supporters of Harsimus Branch Embankment preservation to immediately file an environmental comment with the Surface Transportation Board. It?s easy to do. A simple comment will take you no more than a few minutes. How to File: 1. Go to www.stb.dot.gov 2. Choose E-FILING from the horizontal menu. 3. On the web page that comes up, choose Environmental Comments in the righthand column. 4. Enter, in the first four boxes, the Docket No: AB 167 1189 X 5. Enter your comment. 6. Click Submit. Comment Guidelines All comments should call for an Environmental Impact Statement (EIS). The National Environmental Policy Act requires Federal agencies to prepare EISs for major Federal actions that significantly affect the quality of the human environment. The STB?s environmental arm is so far saying that no EIS is necessary for the Embankment. We need to change their minds. If you have little time, write something basic, for example: "Please authorize an Environmental Impact Statement before abandonment causes severe adverse effects to Jersey City historic districts, landmarks, neighborhoods, and families. " If you have more time, elaborate on a few points important to you, for example: Abandonment will lead directly to demolition (Conrail and partner are seeking permits now) Effects of demolition of massive structure on ? air quality ? dust ? noise ? vibrations ? heavy truck traffic through fragile historic districts ? damage to buildings on two sides for one-half mile ? removal of a cultural resource ? health ? flooding (no half-mile of fill to absorb stormwater in flood plain) ? water quality (increased burden on combined sewers; release of CSOs into Hudson Estuary) ? release of contaminants ? habitat destruction ? wildlife, including migratory birds and monarch butterflies, and much local species ? ecosystem (part of habitat corridor joining Hudson to Hackensack) ? cultural loss for Holy Rosary historic festival and Italian community ? loss of grade-separated transportation structure, ideal for urban area?s heavy traffic ? loss of light rail linking Secaucus to waterfront ? loss of light freight opportunities Inadequate studies done of contaminants Failure of Conrail?s developer partner to submit environmental sampling study to STB Need for federal agency to enforce federal laws rather than burdening local governments and citizens Environmental justice issues Conrail?s neglect of site over decades and continuing bad faith seeking demolition permits Click Here for EPC Background Information: #4 Environmental Assessment issued by Section of Environmental Analysis National Environmental Policy Act National Historic Preservation Act

SEA Issues Inadequate Report; Ask STB for Environmental Impact Statement Help Us Get 1000 Comments to STB by April 7 The Section on Environmental Analysis (SEA) of the Surface Transportation Board just issued its preliminary Environmental Assessment (EA). File Comments Now; and No Later Than April 7 Here\'s how: 1. Go to www.stb.dot.gov 2. Choose E-FILING from the menu at top. 3. On the web page that comes up, in the column at right, click on Environmental Comments. 4. A form will appear. In the four boxes for Docket No., enter the following: AB 167 1189 X 5. Then enter your contact information and comment and Submit. Guidelines for comments are on our web site. Don\'t let the complexity of the issues stop you from filing a comment. If you are not steeped in the details, simply write something like: \"Please authorize a full Environmental Impact Statement. It is wrong to allow Conrail to abandon the right of way when demolition and development plans will have severe adverse effects on our environment. I want a full and impartial study of direct and indirect effects of abandonment on our neighborhoods and families.\" Please Tell Friends and Neighbors to Send Comments Public input is extremely important at this stage. The STB is a federal regulatory agency that has a duty to enforce federal laws that protect the public interest. We have only until April 7 to urge the agency to do its job. Alternative to Filing on the Web If you are attending the HPC hearing April 1 (and we hope you are), Coalition members can give you forms on which you can enter your comments. See our guidelines. HPC HearingApr0109 HPC HearingApr0109_Part2

Frankly, we have Van Vorst park, we have Hamilton Park... and I'd rather see my tax paying money going to finally renovate Hamilton Park. I mean renovations have been on the table for years... but have gone nowhere.

And what else is funny is... these embankment people tried planting trees between Erie and Jersey several years ago... and they ALL died.

And the insurance costs to the city would be crazy to make an elevated park where someone could fall off.

I'd rather see the money put into new cops to stop crime in JC which is on the rise.

Skipping the mild racism and 'silent majority' nonsense to highlight the good parts. These are the only relevant points here, however they are all good ones.

Yes, these tracks, however, are probably very different. The warehouses and places they ferried stuff to and from had numerous health hazards. I remember when the entire area of Newport and Shoprite plaza were sand dunes. Sand dunes in this urban area? Where'd that come from, you ask? Sand was dumped on top of the the normal ground when the old buildings were torn down to absorb and cover the toxic chemicals left over from years of manufacturing and dumping.

Yes. If only mankind could devise some means of preventing people from falling from high places! Then we could have elevated parks, and maybe even multi-story buildings!

This might be the dumbest piece of sarcasm I've seen in a long while, as those are both valid points. Fences cost money to install and maintain. You need insurance in case of liability should a piece break and not get fixed in time to prevent an accident or some other stupidity. This is one of the many reasons why they tore down the bridges that connected the embankment pieces in the first place.

I was at the Historical Commission's Monday night Embankment hearing. Steve Hyman was sitting in the second row. About 1.5 hours into the hearing (snore), Hyman turns around and sees Fulop at the rear of the Chamber. He jumps up, runs back and gives Fulop a big handshake. They then go out into the Rotunda for a little chit chat. Huh?

If those two have a little Steve & Steve action going on you would think they might be a little more discrete about it. I read another post on this list saying that they have a "special" relationship. I wonder what's up with that? I thought Hyman was the Bad Guy and Fulop was the Good Guy. Can it be that they are playing on the same team?

It's true, they are not luxury, they don't have pools or doormen but they are very nice and they are still working on eliminating the rest of the couch party animals, there are just a couple left. The voodoo doll stuck to the tree will come down this spring as soon as I get my Karma in order.

Cha-cha land? Wow, that is really offensive.
