Stuck in Denial "War Zone"

Stuck in denial about 'war zone'
Friday, April 03, 2009
F ear walks the streets of Jersey City, specifically in the Greenville section. It comes with the sound of gunshots, which have replaced the warbling of birds and other signs of spring.

This is also an election season. Greenville residents must be tired of campaign claims that the city is safer and crime is reduced. They have a different experience. The Jersey Journal has quoted residents who are afraid to go outside their homes because of the criminal activity and violence.

It has been the talk of city residents for so long they must wonder why local elected officials cannot acknowledge that they have a major problem and seem incapable of dealing with it. Blame the economy, drug activity and the ease of obtaining handguns, but do not pander to city residents about how crime is under control.

As of Monday, recent shootings in Greenville section have left six people wounded, including a 19-year-old who is clinging to life.

Late Saturday, two men were shot in a deli at Neptune and Ocean avenues by a man with a semiautomatic weapon.

Last week, two 17-year-old boys and a 15-year-old girl were shot at Triangle Park near Danforth Avenue and Old Bergen Road. All three survived but refused to cooperate with police investigators.

Early Saturday morning, 23-year-old Antwan Baisden was killed after being shot in the head execution-style as he walked along Summit Avenue toward Astor Place.

In October, Jersey City officials announced the arrest of 20 people as part of a statewide crackdown on gangs, guns and violence. Several were charged with killings.

About the same month, Journal columnist Earl Morgan wrote about shootings in a 24-hour period along Martin Luther King Drive at Dwight, Stegman and Wegman streets. The headline referred to living in a "war zone" and police officials took exception by noting how many arrests they had made and the number of guns they had confiscated.

No one denies that police have a tough job. Unfortunately, as recent events have shown, there is still a war zone out there. There is a good chance it will still be there long after the city election is over and campaign rhetoric ends.

Just a note, would city officials and senior staff who deal with the public or quoted in newspapers be viewed as role models for our young and if anyone should comment, it should be Healy about how disappointed he is and what he will do to address this behavior ?

I hope this staffer doesn't need a car for her job - if so, she should be fired when found guilty and suspended without pay until this is resolved.

In case you haven't noticed Jersey City is run by a bunch of drunks. Can Healy be disappointed in the same behavior he exhibits? To answer your question as to what he'll do about it; he'll have another beer.

It don't make a whole lotta difference Mayor how WE interpreted the statute. If the state is not giving the money then WE the people are going to have to make up the difference. Chalk up another successful tax hike for our Mayor.

Mayor Healy once sued and lost when Bret Schundler started mailing out Schundler propaganda with our tax bills. Now Healy has seemed to go Schundler one better. Not only does Healy use the same mailing of Healy propaganda with our tax bills but he uses city equipment in this case the Incinerator authority trucks for his own personal use. Remember the story about his re-election announcement where he surrounded himself using the fire apparatus and police cars. Dont forget his use of police personnel in his mailers etc.

I have a suggestion for you Mayor Healy. How's about using the newly installed emergency loudspeaker system to summon forth on behalf of the Jersey City Democratic Organization (Morlocks) the Jersey City voters (Eloi) to the polls where they can once again be fileted and barbecued to satisfy the endless tax appetite of their Morlock controllers.

The police story is going to be a major issue in the upcoming
election. What the public has to learn, hopefully with a full investigation by the press, is exactly the number of police Jersey City has at this moment in time. Healy said tonight on City Channel One that when he came into office we had 788 police officers and today we have 895. Recent reports heard are that during Healy's tenure as many as 150 police officers have tested positive for steroids and/or other substances. Are they off street duty? Some off and some back on? Of 895 officers not all do patrol duty. Eliminate the brass, those on limited duty or suspension and the numbers dramatically shift as to the number on patrol. Mr. Vega said we are coming into hard economic times. Really?
If you hear Healy's ads all is well in the kingdom yadayada.
The city is building tower upon tower, thousands more people to protect etc. This story needs to be fleshed out and soon.

Healy tells the public half truths. Even if we accepted his figure of 200 cops hired during his tenure consider this. There were 798 cops (not 788) in 2004. Healy takes office and according to his figures 200 are hired (See latest Healy mailer) which should come to a total of 998. Todays Jersey reports total of 893 cops. Starting with the final figure of 893 (2009 total) minus 788 (2004 figure) means a difference of 105 more than 2004. This is where the Healy math begins the half truths. Healy promoted approximately 75 Sergeants and 40 Detectives during the same period of time which impacts directly on the available patrol force by 115 cops to the negative side leaving a net decrease in patrol personnel of 10 cops.

Healy also promised to increase the patrol presence by 15%. Has anyone noticed that increase. Now, Council president Vega announces there will be 5% cut in personnel. I don't know if its just me or is Healys math a little fuzzy or is it disingenuous. There is no way to make Healys figures hash out and I can only conclude that he is full of baloney.

About Jersey City crime rates
The crime rate in Jersey City is considerably higher than the national average across all communities in America from the largest to the smallest, although at 47 crimes per one thousand residents, it is not among the communities with the very highest crime rate. The chance of becoming a victim of either violent or property crime in Jersey City is 1 in 22. Based on FBI crime data, Jersey City is not one of the safest communities in America. Relative to New Jersey, Jersey City has a crime rate that is higher than 90% of the state's cities and towns of all sizes.

However, compared to other communities of similar population size, Jersey City has a crime rate that is noticeably lower than the average. This means that for comparably sized cities all across America, Jersey City is actually safer than most according to NeighborhoodScout's exclusive analysis of FBI crime data.

The crime data that NeighborhoodScout used for this analysis are the seven offenses from the uniform crime reports, collected by the FBI from 17,000 local law enforcement agencies, and include both violent and property crimes, combined.

Now let us turn to take a look at how Jersey City does for violent crimes specifically, and then how it does for property crimes. This is important because the overall crime rate can be further illuminated by understanding if violent crime or property crimes (or both) are the major contributors to the general rate of crime in Jersey City.

For Jersey City, we found that the violent crime rate is one of the highest in the nation, across communities of all sizes (both large and small). Violent offenses tracked included forcible rape, murder and non-negligent manslaughter, armed robbery, and aggravated assault, including assault with a deadly weapon. According to NeighborhoodScout's analysis of FBI reported crime data, your chance of becoming a victim of one of these crimes in Jersey City is one in 83.

Significantly, based on the number of murders reported by the FBI and the number of residents living in the city, NeighborhoodScout's analysis shows that Jersey City experiences one of the higher murder rates in the nation when compared with cities and towns for all sizes of population, from the largest to the smallest.

NeighborhoodScout's analysis also reveals that Jersey City's rate for property crime is 34 per one thousand population. This makes Jersey City a place where there is an above average chance of becoming a victim of a property crime, when compared to all other communities in America of all population sizes. Property crimes are motor vehicle theft, arson, larceny, and burglary. Your chance of becoming a victim of any of these crimes in Jersey City is one in 29.

About New York crime rates
New York has an overall crime rate of 30 per 1,000 residents, making the crime rate here near the average for all cities and towns of all sizes in America. According to our analysis of FBI crime data, your chance of becoming a victim of crime in New York is 1 in 34. How does New York fare compared to other communities in New York of all population sizes? New York's crime rate is lower than approximately 20% of New York communities.

However, NeighborhoodScout analyzed all cities and towns in America with a similar population size to New York, and we found that the crime rate in New York is one of the lowest in the nation for its size. This means New York is one of the safest places in America in which to live for its size, a very important finding.

The crime data that NeighborhoodScout used for this analysis are the seven offenses from the uniform crime reports, collected by the FBI from 17,000 local law enforcement agencies, and include both violent and property crimes, combined.

Now let us turn to take a look at how New York does for violent crimes specifically, and then how it does for property crimes. According to NeighborhoodScout's analysis of FBI reported crime data, your chance of becoming a victim of one of these crimes in New York is one in 129.

Moreover, the rate of property crime in New York ? burglary, larceny ($50 or more), grand theft auto, and arson ? is 22 per 1,000 residents. This is about average for all cities and towns in America of all population sizes.

As you can see from the above statistics provided by a neutral source it is safer to be living in NYC than to be liviing in JC. Per capita per 1000 residents JC violent crime rate of 12.06% vs NYC violent crime rte of 7.75%. Non Violent crime rate JC 34.45% vs NYC 21.9%. Total crime rate JC 46.51% vs NYC 29.65%. Jersey City is safer than 16% of cities while NYC is listed as 33% safer on a scale of 1-100 with 100 being the safest.

In 1997 Mayor Healy took out a full page ad and sent out identical mailers lambasting Bret Schundler because Jersey Citys Crime rate was higher than New York Citys. It said that Schundler kept putting out phony crime statistics and that based on the above Schundler should be replace by Healy. Well guess what Mayor Healy. Things have come full circle and crime in JC is still higher than in NYC. Based on your own reasoning and news paper ads shouldn't you be replaced? Isn't whats good for the goose good for the gander? Mayor Jerramiah Healy said the entire program would be implemented "ASAP."

Why wasn't it? Was it because the sponsor of the legislation creating the program was Assemblyman Louis Manzo. Too bad the administration ignored the program because $2 million had been set aside for Jersey City to implement the initiative. The money is no longer available.

The above up article came from the Political Insider, Augustin Torres March 11, 2009

Yvonne

If I remember correctly, the article indicated that Healy stated that the program was not fully implemented. That statement infers that it was at least partially implemented. I am curious as to which parts were implemented. I think that if application was not made for the money that it is very unlikely that any of it was implemented. It is unconscionable that if the money was available, the program was available, but that the Healy administration dropped the ball by failing to apply for those funds for political reasons that the administration should be held accountable by the citizens of JC for that failure. If the money is no longer available I doubt very much that the program will ever be implemented regardless of what the mayor says. Specificall what parts of the program were implemented?

If it's true that the entire program was not initiated because opposing mayoral candidate Louis Manzo was the sponsor of the legislation creating the program then we have sunk to a new low in politics. If this is the case then the Healy administration needs to be taken to task for this.
If that is not true then there are still many questions that need to be answered as to why the entire program was not implememted.According to article Mayor Healy said the entire program would be implemented "ASAP".This means that when he said that the program had not been implemented in it's entirety, right?

Two million dollars is alot of money and there needs to be a way to apply again for the money to fully institute the program.

Who controls the money?I don't know but I am sure someone here does know.

For WHATEVER reason funds were lost there needs to be another claim filed for the money.Probably not that easy though.

What does that mean the money is no longer available?
Is it because the money was spent on another City or did we miss some type of deadline.

If it's because a deadline was missed and the money is still unspent then we need to get that money back here.Jersey City can't lose out if the case is that the program was ignored as article says. That's a bunch of BS.

If the money is no longer available because it was spent somewhere else then that's a different story.

Do I detect a little bit of sarcasm in your post? The point is exactly as you sarcastically stated in your post. Yes the bad guy would still have found a gun with or without Mayor Healys gun buy back program. Furthermore bad guys do not turn in their guns for the $50.00 buyback price that they are offered. The gun can get them much more than that. The gun buy back gets mostly guns from people who have them stored away in the backs of closets, have had them left to them through the death of a significant other or have somehow acquired them and are looking to get dispose of them without getting into trouble. The bad guys dont care if they threw them into a vacant lot for some kid to find.

Studies on the effectiveness of police programs and methods of crime prevention were reviewed by researchers Sherman, Gottfredson, MacKenzie etc. in 1997. They found that mobilizing the community to fight inner city crime, GUN BUY BACK PROGRAMS, and block watch programs do not work. Of course in light of these findings what does our administration do but adopt them. Thank you Mayor Healy.

Imagine a teacher conducting a social studies class and following current events in the local newspaper.Imagine these students so frequently coming across irresponsible actions by government officials.I can only hope that the teacher would point out that these actions are an anomaly and not to be expected.

It looks like we need a change.

Yes,change we can believe in.

Problem is that here in Jersey City they are expected and not the anomaly. The trouble starts at the top and is permeating a good deal of the administration. It is only a problem when the average resident makes the same "mistdake". Please do not infer fom this post that I am suggesting that drunk driving is acceptable behavior for either group, only that some groups think that they are immune from the consequences of their actions.

"I don't read e-mail"

in the street

A Jersey City man was shot in the stomach yesterday afternoon on Martin Luther King Drive.

The 19-year-old victim, a resident of Armstrong Avenue, was on the street at about 4:30 p.m. yesterday when a stranger approached him and shot him for no apparent reason, police said the victim claimed.

As the gunman fled, he attempted to discard the gun under a parked car, but it bounced off the vehicle's side and landed in the middle of the street, witnesses told cops.

The gun was secured by the Rev. Ronnie-Calvin Clark, who kept other people on the scene from touching the weapon until police arrived, police spokesman Stan Eason said.

The Greenville victim was listed as being in stable but critical condition at the Jersey City Medical Center, Eason said.

Police are recovering fingerprints from the gun and are looking for a suspect, Eason said. Clark is a candidate for City Council in Ward F, which includes MLK Drive.

"I was standing there in front of 348 MLK greeting some of the business owners and the shooter dropped the gun right in front of me," Clark said.

"This is why we need change in the community."

Candidates' politics of crime stats stirs public
Wednesday, March 04, 2009
By AMY SARA CLARK
JOURNAL STAFF WRITER
About 300 people crowded into Christ the King Catholic Church last night to protest Jersey City's crime rate and hear what mayoral candidates plan to do about it.

For the most part, the candidates - Phillip Webb, Daniel Levin, Assemblyman L. Harvey Smith, former Assemblyman Louis Manzo and Mayor Jerramiah T. Healy - touted similar ideas for crime prevention: more cops walking the beat, better cooperation between cops and the community, and the need to bring more jobs, youth recreation programs and drug rehabilitation programs to Jersey City.

The speakers were all enthusiastically applauded after their five-minute presentations.

The one area of disagreement was statistics, with rally organizers citing statistics showing that crime has gone up and Healy using other statistics to show it has gone down.

"There was not a drop," said Raquel Sharper, of the Communipaw Avenue Block Association, which organized the rally with the Central Avenue Special Improvement District.

Sharper pointed to such statistics as a 33 percent increase in gun-related crime between 2007 and 2008, and a 24 percent increase in burglaries during the same period.

Healy countered that between 2006 and 2007, violent crime overall dropped 13 percent, and dropped 8 percent between 2007 and 2008.

Manzo used the discrepancy to go on the attack. When asked his plan for improving crime prevention, he said: "I will stop manipulating crime statistics, because we are only fooling ourselves."

Manzo was met by boos and hisses from the audience and a retort from Healy, who turned to the candidate and said: "Mr. Manzo, I don't lie."

After the speeches, rally attendee Aleah Gathings got the mayor to promise that he would fully implement, "ASAP," the "Operation CeaseFire" model, a statewide anti-violence program that emphasizes cooperation among law enforcement agencies, community outreach, and crime prevention through initiatives such as job training.

He also said his State of the City promise to increase police on the street by 15 percent between 3 p.m. and midnight would begin within days.

Afterwards, rally attendees said they were impressed by all of the candidates, but no one in particular stood out.

"They were all very good, and they all came from similar perspectives," said Kathleen Washington, a 61-year-old Bergen-Lafayette resident who works in marketing and communications.

"It was even," agreed Norman Williams, a 45-year-old author who also lives in Bergen-Lafayette. "The mayor said we have programs and the candidates said we need more, so they kind of met in the middle."

Other news accounts report that the audience in addition to the residents the audience was augmented by numerous city employees. This might explain the reports of boos and hisses. Healy has historically brought his own portable audience with him to applaud him and to boo and hiss at who ever his opposition might be.

So this is the new style of robberies these days. They come in packs like hyenas and folks on here get snippy when we liken certain individuals' behavior to the animal kingdom's. Instead of earning a living for their own damn i-pods they ruin other people's lives over them. I'm curious as to how they split the i-pod and $20 between the five of them. Is there a pack leader who gets all the goods? Does he have a brighter coat and shiner bling to attract the females?

Glad you said "pack of hyenas" rather than "Wolf Pack". Everybody knows that Mayor Healy got rid of the "Wolf Packs" about a year ago.

Jail worker is caught sleeping with 'dealer'

A Hudson County corrections employee was arrested on numerous drug and weapons charges yesterday after Jersey City cops busted down the door of a suspected drug dealer and found the officer in bed with him, officials said.

Fifty bags of suspected heroin, a 9mm handgun, a bulletproof vest and a samurai sword and sheath were confiscated from the apartment, cops said.

A rifle, clips, another handgun and ammunition were confiscated from another apartment in the building when cops smelled marijuana on their way out, police said.

Juvenile Detention Officer Terea Lucas, 25, and Muddathir Muhammad, 28, both of Fulton Avenue at Kennedy Boulevard in Jersey City, were arrested at about 2 a.m. and charged with possession of heroin with intent to distribute near a school, possession of a weapon for an unlawful purpose and other drug and weapons charges, reports said.

An investigation into Muhammad that's lasted months led narcotic officers to set up surveillance at his house Wednesday night. Officers watched as two vehicles pulled up and the drivers ran inside for a few minutes before driving off, reports said.

Police got a search warrant for Muhammad's apartment at 1:22 a.m. after stopping both vehicles and finding drugs, reports said.

The cops rang Muhammad's bell, but after getting no answer they busted down the door and got the couple out of bed before finding 50 bags of suspected heroin in an unoccupied child's room, officials said.

They also found the bulletproof vest, the samurai sword and - inside a kitchen cabinet - a loaded 9mm handgun, officials said.

As officers were leaving the apartment they smelled burning marijuana at the basement landing and found 28-year-old Ralph Durosier smoking a cigar loaded with pot and backing into his apartment, reports said. Through his open door police saw an assault rifle with a scope and a large clip of rounds laying on a sofa, reports said.

Inside Durosier's apartment police also found 500 .22 caliber rounds and a revolver loaded with hollow-point bullets, reports said. He was charged with possession of marijuana and weapons offenses, including possession of an assault rifle, police said.

Also arrested were the two drivers pulled over before the search: Andre Stafford, 26, of Seaview Avenue at Old Bergen Road, and Rogelio Cooper, 33, of New York, reports said.

Cooper was charged with possession of marijuana, while Stafford was charged with numerous drug counts including possession of heroin with intent to distribute near a school, reports said.

Guess these guys didn't hear about Mayor Healys successful gun buy back program. The gun epidemic goes on and on and on.
