They can do both simultaneously. Its not a mutually exclusive decision.

We have a mayor ready, willing, & able to move the city forward to benefit residents. A mayor who knows who that his constituents are the voters not campaign financiers. As long as our mayor's and a majority of the councilpersons' motivations are aligned with moving the city in a positive direction we are winners.

vindication... the property in question is part of the phases that are being developed to replace the duncan ave projects. they have nothing to do with luxury buildings downtown. That said, encouraging some degree of mixing incomes downtown isnt a bad idea. it really isnt going to have much impact on the supply of market-rate luxury buildings in the city...

BTW, I did introduce myself. I'm the guy that sat behind you and attempted to explain the factors of the project... of course you were too flustered and happy being ignorant to care.

That is absolutely not true Mr. Sucio.

I'm trying to look out for the Middle Class who is continually getting ramrodded by our government.

They talk about "affordable housing"... but then pass a 30 year abatement for something that is labeled "mixed-income, mixed use housing" that will have many units at market rate. Who has to make up that difference? The middle class.

The average income in Jersey City for the entire city is about $58-60K according to census numbers. I made just about that last year so I am speaking as an AVERAGE person. But unfortunately, I don't "qualify" for anything except to have to be burdened with extremely high and ever increasing property taxes while others get a free pass. That's not fair.

Next time you see me at the council meeting (as it sounds like you were there?) why don't you come and say hello and introduce yourself and we can chat and you can learn more about why I care. Because 75% of the registered voters of this fine city don't seem to care and didn't even bother to vote.

As ussual, you speak a lot about subjects you have no clue on and clearly haven't attempted to educate yourself on. Its a great example of why you should not be, and are not, our councilperson-elect.

Since you prefer to be ignorant and not educate yourself, I'll help you out...

FGJCNJ1970 wrote:
And Mr. Donnelly made this whole thing about affordable housing. Well, affordable housing needs to extend to everyone including the middle class and when you have out of control property taxes, that makes living here un-affordable for a lot of folks who don't "qualify" for affordable housing.

When the city council passes a 30 year tax abatement for a project described as (from the agenda) "mixed-income, mixed-use housing" that will have many units at market rate... well that is not fair to the Middle Class who has to shoulder this give-away.

Q: Why is the project described and designated as mixed-income/mixed-use?
A: Urban planning & community development studies have found that when you develop housing in a distressed neighborhood, if no effort is made to incorporate a mixed-income strategy within the development and neighborhood, we end up with ghettos. The reason the duncan projects were razed is because they had been a cesspool of crime (crime that spills in to surrounding neighborhoods and across the city and lowers everyone's quality of life and property values, including yours); by developing the replacement affordable housing as having a small (8%... does that qualify as "many?") middle-income/market-rate component it increases the economic viability of the whole neighborhood/city. Having a small middle-income/market-rate component guarantees that not every resident will be living in the building on vouchers. Mixed-use may mean that some of the building has a home ownership, instead of just being purely rental, component. As with the middle-income component, this community redevelopment effort is designed to create a greater sense of neighborhood ownership and revitalize distressed communities.

As for "shouldering this give-away," the land currently has zero property taxes paid on it. Granting the abatement results in property taxes being paid. There is no give-away, you aren't shouldering anything. If anything you are being given something. You are receiving improved quality of life as your neighbors get the chance to live in a safer and affordable home which raises the value of your property.

FGJCNJ1970 wrote:

Also, while they tout jobs - in particular Section 3 jobs for community, what came out in the conversation is only 30% of jobs are section 3 jobs in actuality. The rest wind up coming from elsewhere. We need an audit of where the workers are really coming from before the council grants any more abatements.

Q: Only 30% are Section 3 jobs?
A: At least 30% of jobs are section 3 jobs. You find me a neighborhood where 100%, or even more than 50%, of the neighborhood are unemployed/low-income and trained as skilled accountants/bookkeepers, carpenters, masons, maintenance person, etc so that they can work on construction of or for the property after its completed. Oh and btw, they arent eligible to be deemed section 3 employees according to the federal government if they have been unemployed for more than 3 years... which could make things more difficult for you. Luckily for us, you have seemingly volunteered to find 100% section 3 workers for the project! and for that I say THANK YOU! Finally you are doing a service to our community.

Quote:

FGJCNJ1970 wrote:

And the length of the abatements is just too long. 10-15 years tops.

Q: Why is the abatement 30 years? Why is it not 10-15 years tops?
A: The abatement must be 30 years because the FHA/HUD requirement for affordable housing properties being developed with tax credits is that they remain "affordable" for a minimum of 30 years. If property taxes rise on a property that is not designed to make a profit because its development is intended to help the poor (and it is being developed by a non-profit) to the point where property taxes exceed "affordable" rental income the property goes bankrupt. When the property goes bankrupt it becomes a slum. When it becomes a slum, crime will undoubtedly rise. When crime undoubtedly rises... your property value will drop and your fat ass will probably get robbed.

The Jersey Journal said that I should learn more about our government and try again in four years. I intend to do just that. And I will be attending council meetings regularly. And when I see those words "XX year tax exemption" you better believe I will show up and speak out.

See over the past four months, I talked to hundreds of folks in Ward E... and people are miffed that no one is looking out for the Middle Class. I hope to be that watch dog for the Middle Class.

Thanks

FG

Q: Will you learn more about government (and community development)?
A: Unlikely. You are more about sound clips and rhetoric than analysis and reason. I'm really not sure that you are capable of learning.

In closing, you stated that the city doesn't need an "IT person" sitting on the council. I strongly disagree. Our city needs to embrace technology so that we can address problems more efficiently and in a cost effective manner. What the city and the council does not need is someone who is an expert in junk-mail marketing.

If you want to complain about someone not knowing procedure... how about you start with the travesty that is Viola Richardson or your boy Fletch who had to be corrected by Byrne a half dozen times when he tried to take the floor to talk about... who the heck knows what he was talking about.

Vote by Mail Ballot Screw Ups
#76
Home away from home
Home away from home

I applied for a vote by mail ballot and received one the other day. However, the ballot I received was for Ward D. This wouldn't be a big deal except that I am registered to vote downtown, I don't have a second apartment in the heights (or anywhere for that matter). Additionally, my envelope for the ballot has my name, current address, and correct ward (5 aka E, district 6) stamped on it...

The sample ballot I received in the mail listed my polling place as ward E district 6 PS3/Frank R Conwell School.

Is anyone else having this problem or am I alone?

Walker reports raising $48K in Jersey City mayor's race; $6K from developers the Hymans

May 08, 2013

Developers Steve and Victoria Hyman may be adversaries of the city of Jersey City for their plans to develop the disputed 6th Street Embankment, but mayoral hopeful Jerry Walker can count the two as supporters.

Walker received $5,500 from the Hymans in support of his bid to unseat Mayor Jerramiah Healy on Tuesday, May 14, according to campaign finance documents made public today.

Walker's campaign was more than three weeks late submitting the documents to the state Election Law Enforcement Commission. The records cover January through March, the first three months of Walker's campaign to win the city's top job.

The Hymans have been at the center of a protracted legal battle with the city for eight years over the embankment, a half-mile stone structure that formerly carried seven rail lines. The Hymans purchased the property from Conrail in 2003 for $3 million and seek to develop it, but city officials, who want to create a park on some of the property, contend Conrail should have given them first crack at buying the lot.

The Walker campaign's financial records show it raising $47,615 and spending $29,122 in the three-month period starting in January, when Walker announced his bid for mayor.

$4,350 of that is from Walker himself, his two at-large City Council candidates, and an individual with the same last name as his Ward D candidate, Grace Giron.

The campaign names 22 donors -- it is not required to name donors unless they give over $300 -- with over half listing addresses outside Jersey City, one as far Jupiter, Fla. At least $14,200 came from these donors, though $13,000 in donations came from donors with no documented home address.

Walker's campaign slogan is "People Before Politics," and he's pitching himself to voters as the only mayoral candidate in the race, which includes Councilman Steve Fulop and Abdul Malik, who cares about the future of the city.

Walker's campaign is sitting on an $18,493 war chest. By comparison, Healy and Fulop have raised over $2 million total, while Fulop has $285,752 at his disposal and Healy has a $140,876 campaign kitty.

Documents showing the campaigns' fundraising and spending efforts since April 15 were due to ELEC last week and are set to be made public tomorrow.

Really? So how else is evidence gathered? Financial records maybe? what brings about the subpoena for those records? Do you think white collar criminals show up to the AG/DOJ office and say "hey, I heard you guys suspected that I was involved in a crime so, instead of doing the little dance where you try to catch me in the act on camera, lets cut to the chase... here is all the evidence you need against me. should i turn around for the handcuffs? or do you guys typically like to put the cuffs on in front?"

Corruption is only able to be prosecuted (and therefore a crime by your definition) if it is, using your term, "baited." I guess if Dwek wasn't wearing a wire then it wouldnt have been "baited," but then again, by your definition the passing of the bribes and concealment of the amounts wouldnt be considered a crime either...

I think its important to keep in mind that Mrs. Healy lied under oath when Jerry got in trouble down the shore at his sister's bar... I have no idea why they never charged her with perjury for that (but i'm not a lawyer so there are plenty of legal things I have no clue about).

I wonder what would happen if Healy took his wife's advice and did try to beat Fulop up... I imagine it would end the same way it did when Healy tried to push around the bradley beach police officer.

So basically the only stop in NJ would be secaucus train station... that doesnt seem like it would be that beneficial to aleviating path congestion but I might be wrong.

Either way, once another 25k+ apartments come on line within the next 5 years in downtown JC, Jsquare, Newark, and Harrison path ridership along the NWK to WTC and JSQ to 33rd lines will be even more insane. During rush hour trains are already running at near the minimum distance between trains and cars are filled to capacity. Everyone downtown that works in NYC knows that its not uncommon to have to wait for 2, 3, or even 4 trains before its possible to squeeze on. If the path during rush hour is already past 100% capacity... whats the plan for the next 2-10 years? Seems like we need another tunnel and track line... maybe add an express from JSQ to WTC and JSQ to Newport?

truth is, hartz mountain and former mayor cucci wanted to demolish the loews and put up an office tower. that was blocked. former mayor cunningham wanted to get rid of the loews but he passed away before he could. former mayor l harvey smith took over in place of cunningham and effectively saved the theatre. when healy took office he claimed the loews was a one of a kind building, a treasure, blah blah blah. truth is, he, like so many mayors before dont see the value in having an icon like the loews remain a theatre. he would prefer to see it rezoned to residential real estate and turned in to a new beacon. hartz mountain is one of his biggest donors. they were invited to the illegally coordinated superpac meeting set up by rudy garcia and lautenberg's crony that was advertised as a way to get around campaign contribution limits and pay to play. i'm sure hartz has been whispering in healy's ear to abandon the theatre asap, do all you can to make sure the friends of the loews fails, dont renew the lease (which ends in 2 years) and sell it back to hartz.

$90k is a drop in the bucket for a landmark that provides the opportunity to increase tax revenue (jsquare area property value) and quality of life in JC many times over. Of course, Healy is just thinking of one thing right now... How do I raise money to beat fulop? He needs to stay in the pocket of his donors and make sure the money keeps flowing. His statement was a signal to Hartz and other re-developers to keep writing checks.
