Not necessarily more cars, though that can happen. Development brings increased density of humans. Humans need to get around and into/out of the city. Ensuring we/they can do that safely is crucial. Better planning, improved engineering and offering more/better public transit and walkability and bikeability are all pieces of that. I definitely agree this whole topic of safe people circulation has not been well-thought out or holistically managed as our city seeks to build build build. That's why we formed Safe Streets JC.

It will take multi billions of dollars to have a system that gets JC folks around JC. No one will invest that kind of funds. The more you build, the more you will have cars.

"multi billions" hahaha

Space X can launch a rocket for less than 60 million and you're quoting billions to put some safe bike paths in and a trolley or two?
wow.

The lite rail cost is nearly $70 million per mile. http://www.publicpurpose.com/ut-lrt00capcost.htm

There are much more cost effective options than light rail. Bus Rapid Transit is highly effective, nimble and cost-effective. Its why so many countriess in South American are implementing it all over - and its working!

Cars aren't going away. But they don't *have* to increase. There are a lot of options that haven't' been really explored yet.

I work for a NYC agency, and recently attended a meeting at the NYC Department of Transportation - the level of thought and planning being put into planning and infrastructure improvements in New York to calm traffic, make the city more accessible to cyclists and pedestrians of all levels of mobility, and to make the streets greener is astounding.

I truly believes this goes beyond resources - it's a matter of culture and leadership. Here, in Jersey City, Mayor Fulop needed to be dragged kicking and screaming to the table while SafeStreets raised the issue after people were being mowed down on JFK Boulevard. He and his administration have showed an abysmal lack of leadership on anything to do with public safety and quality of life in Jersey City - IMO, the improvements in NYC and other cities start with leadership.

The urban culture is a harder thing to change, admittedly, although NYC planners talk convincingly about a "diet" on vehicular use. I've lived here for 8 years, and continue to be appalled by the pathologically anti-social so many JC residents exhibit - especially behind the wheel.

We'd love to engage with you about what you are seeing done well in NYC from your agency perspective. Please take our survey, and send us a note at admin@safestreetsjc.org.

There are streets in Jersey City, that if you don't push the button, and depending on the time of day, the pedestrian walk sign will not change.

Ok, but given the timing changes of a few months ago that I outlined - this particular button problem is not a current issue. On the old JFK timings, you had to push the button from 7pm-7am M-F, and all weekend to change the light for peds to cross JFK. That's why the lights would stay green for blocks on end late at night and created a raceway for drivers. Now the greens change on a set cycle overnight to eliminate that.

There are definitely other intersections in JC (though I do not know which ones aside from JFK blvd) where automatic signal timing is in effect during certain hours. During such cycles, the ped buttons are effectively turned off an you cannot override a signal cycle by pushing it. Other times (like the old JFK timings), you'd have to push it to get the greens to turn red. I've asked a few times why signage cannot be added to these buttons to stat the hours the buttons are in effect and should be used. But its fallen on deaf ears.

This has been proven false.

* 4 to 3 road diets have been shown to actually move the same amount of traffic, just slow down and at more steady rate.

* Less stop and go traffic - more continious flow

* Dedicated turning lanes mean cars are out of the way of main traffic flow

* Having a 4-lane highway (as we have now) invites traffic off the Turnpike as a route to cut to the Holland Tunnel

* City is growing and there's nothing left to pave

Complete Streets is a transportation policy and design approach that requires streets to be planned, designed, operated, and maintained to enable safe, convenient and comfortable travel and access for users of all ages and abilities regardless of their mode of transportation.

To provide additional info on this - this is correct. However, "Complete Streets" is the NJ State program to do this. It is not as robust as the NACTO guidelines (http://nacto.org/) used by most all urban areas, including NYC. NACTO's is the design principal we should be asking JC to implement.

In Jersey City, only JFK & Rt 139 are county roads, fyi. Google maps marks other roads too, but that is incorrect.

With the new timing cycles on JFK blvd, the Walk buttons are no longer needed/in use. I know that's not apparent, but just sharing the knowledge. Its not broken.

There are ways to do both. Out of sync lights are actually not an effective way to reduce the speed cars drive on major thoroughfares. A straight shot of greens may encourage speeders but out of sync lights begin to make drivers anxious and they try to speed off a green to try to make the next light before it turns red.

The solution is to time the lights so that they turn green as you pull up to them going approx. 30 mph. This will naturally slow cars down to avoid slamming on brakes before coming to the lights too early, but keeps a steady, slow and non-angering pace for drivers.

This is only possible obviously on one-way avenues and so its more successful in NYC where it has been proven to work, but out of sync lights are not the answer. Not sure much can be done on JFK, Washington and other 2 way boulevards though.

There are too many 2 way N-S streets in JC. A grid of alternating 1 way's would allow more flow, but timed and controlled as you say. For example, Palisade and Baldwin should be a pair of 1 way avenues, as should Central and Summit. Unfortunately there's no other 4 lane avenue to pair with JFK, but perhaps the other timed roads would pull traffic off it.

That's an interesting idea. You could also do the same with Columbus & Montgomery (the section east of the turnpike). Put CC on a road diet and add bus rapid transit and a protected bike lane to it.

Also, to add more info - the light timings on JFK blvd have only been altered for nights/weekends. It was necessary due to the crash and fatality rate, and is a great step in the right direction for safer streets for all roadway users.

After trying a few in JC and not being satisfied, I recently switched to Schweiger Dermatology in Hoboken at 2 Hudson Place, right outside the PATH. They run on time, modern office (text & email reminders, web registration for intake paperwork, etc.) and good care. Also, they have Saturday, and some weekdays they are there 7am-7pm so very convenient to schedule without missing work. Lots of schedule options.

If you can get to the West Side of JC, off 440 - Big Lots & the Asian Market serve about 80% of my needs. Big lots has a lot of non-perishables and household goods super cheap. The Asian Market has incredible produce, as well as a butcher and fish stand, among other nice things.

Jersey City group touts traffic safety progress, but says there's work to be done

Michaelangelo Conte | The Jersey Journal
on December 14, 2016 at 2:30 PM, updated December 14, 2016 at 6:45 PM

JERSEY CITY -- During a standing room only meeting Tuesday night, local officials and members of a grassroots traffic safety group touted recent efforts to address pedestrian and roadway safety.

"We have asked the city and county government to step up and they have but we also know it's because we have stepped up," said Paul Bellan-Boyer, who founded Safe Streets JC with Kara Hrabosky three years ago.

But group officials were clear that there is more work to be done.

In recent months, there has been growing concern about pedestrian safety on Jersey City streets, especially Kennedy Boulevard. Three people were killed in crashes in a two-week period this year in Jersey City, including an 11-year-old boy who was hit by a bus at Kennedy Boulevard and Neptune Avenue in October.

Safe Streets JC has pushed for a crackdown on speeding and other traffic safety issues. The group's efforts have already resulted in the award of millions of dollars in grant funds to study traffic safety issues and implement changes on Kennedy Boulevard, whose traffic lights have been adjusted to reduce speeding and allow pedestrians more time to cross the four-lane road.

Since local law enforcement ramped up enforcement on Kennedy Boulevard on Oct. 19, nearly 1,200 summonses for moving violations have been issued, including 259 tickets for speeding and 938 for other infractions like reckless driving and distracted driving.

"Enforcement has always been the piece that has been lagging behind and there have been many fatalities, as you know," Hrabosky said at the beginning of the meeting at the Gallo Center in Lincoln Park. She added that Kennedy Boulevard has been named one of New Jersey's most dangerous roads, but also noted that "Our goal is to take this citywide."

With fatalities on the rise, pedestrians will have more time to cross this busy road
With fatalities on the rise, pedestrians will have more time to cross this busy road
Traffic light timing has changed at more than half of Kennedy Boulevard intersections in Jersey City.

Meanwhile, Jersey City Mayor Steven Fulop, Jersey City Public Safety Director James Shea, and Hudson County Undersheriff Andrew Conti said there has been an increase in enforcement and summonses issued, as well as a newly formed Jersey City Police Department unit dedicated to traffic safety.

While the meeting focused on motorists, Shea noted that "We do see distracted pedestrians becoming more of a factor in some of these collisions, especially those on cell phones."

Hrabosky also noted that enforcement pays high returns because every car pulled over by a cruiser with flashing lights is seen by dozens, if not hundreds of drivers, who are forced to see the impact of breaking driving regulations.

Those in attendance also heard by those impacted most by roadway tragedies, including Alexis, 14, whose brother, George Gonzalez, 11, was struck and killed by a commuter bus on the Boulevard in October.

"It's just hard knowing I am not going to see him," Alexis said to the crowd of some 120 people. "I am going to grow up without him. In my opinion there should be more crossing guards on Kennedy Boulevard. There's just no one watching."

As officials were discussing the traffic safety crackdown, the boy's mother, Judy Gonzalez, clapped and said "Thank you," causing the room to erupt in applause.

Ato Tuazon, of the our Lady of Mercy Chapter of Jersey City Together, complained of traffic safety issues regarding trucks on Route 440 in the area of Society Hill and Country Village.

"Keep in mind that a seemingly minor and insignificant accident can quickly become a matter of life and death," Tuazon said, noting that crashes can block ambulances, fire trucks and police cars heading to emergencies." He also advocated for a continued traffic safety campaign, rather than the "on and off campaigns we conduct when someone dies in an accident."

Fulop said his administration is committed to improving traffic safety and enforcement and noted that the city plans to hire 30 additional crossing guards. He said an issue with traffic safety on Kennedy Boulevard is the closure of the Pulaski Skyway's northbound lanes, which has led to increased traffic on the roadway.

Safe Streets NJ plans a more interactive meeting in February and another meeting with officials in March.

Elected officials attending the meeting included Hudson County Freeholder Bill O'Dea, Jersey City City Council President Rolando Lavarro and Jersey City Councilwoman Joyce Watterman.

Not improbable, but more like disgraceful. COMPSTAT doesn't track traffic incidents. See for yourself here the categories it tracks - all violent crime and large theft only. No one is working with the individual Accident Reports to log them, record trends, to amass data/stats, etc.

Haven't had the time/resources to chase this at the state level, and pretty sad that we'd have to. That alone speaks volumes about the very poor work JCPD is doing with data management here locally.

No, sadly its not. I wish you guys would listen to what I'm telling you after my years of working on this problem. They do not have summons data easily accessible in any organized fashion, truly. They would have to enter it all manually and currently that's not happening. Platt's office is working on a project to implement a new data reporting system for JCPD, but its a heavy lift and a longer project.

It's been 5 years since I was last tagged by JCPD for a moving violation (rolling stop), but surely that system is computerized like the parking tickets? Elsewhere in this thread or another someone said a judge was easily able to pull up his violations record at a hearing.

Summonses for moving violations are Title 39 offenses - a state statute. And the state gets the revenue. These summonses get logged in the state system (likely what you refer to, and what a judge likely has access to) but JCPD claims they cannot access that system and that any record keeping they are able to do is manual and minimal to non-existent at this point. That's why Platt's office is working to get them a good data entry system, which will take time and training. Just like no one takes the paper handwritten "Accident Reports" and logs them in any computerized system for keeping or trend analyses (also something we've tried to get our hands on), no one takes the tickets and enters them again in a city system.

Parking tickets are municipal offenses and are tracked differently (though pretty poorly, as we've pulled teeth to get that data in cases as well) and the city gets that revenue.

I was not exaggerating or kidding when I said its shocking and ridiculous.

Guys, there's no organized data on this. Which is a big problem. Shocking but true.

How do I know? Because Safe Streets JC has been trying to get it, even had meetings with Police & Brian Platt. All we have are "accident reports" - for vehicle crashes - that are sloppily handwritten that one can get via OPRA. No one aggregates these, no one enters citation/summons data anywhere in JCPD. It sucks majorly!

If you all really want to see change - and I hope you do since you are taking time to vent legit frustrations here - PLEASE JOIN US ON DEC 13 from 7:30-9pm at the Gallo Center in Lincoln Park where we are addressing the Mayor about the need for him to commit to addressing the ignored real problem of Traffic Safety and lack of enforcement in JC.

You guys are missing the bigger picture. This isn't Enforcement OR Engineering changes (ie., protected bike lane). Both are needed concurrently. Protected Bike Lanes with effective enforcement are highly effective. Well planned engineering changes make the job of enforcement (provided the city commits to that) easier. You want them to pursue both avenues at once.

Safe Streets JC is advocating for the Mayor to create a true Traffic unit that's more advanced than the prior iterations (the motorcycle squad). Ideally, this unit would:

1. Enforce traffic, give citations
2. Investigate crashes and assist at crash scenes
3. Become on the ground experts to partner with traffic engineers, giving recommendations on problem areas and first hand observations to help guide engineers.
4. Most importantly - be data focused and data driven. This is not currently happening effectively in the JCPD and its crucial to improving traffic safety in JC.

Please join us to learn more and to help promote this to the Mayor.

Suppression/intimidation can be perceived even if its not intended. Think about it. A voter without an ID - perhaps someone with a language barrier, a legal immigrant coming from fear of authority, an opinion against the majority (in this case, Republican maybe) or a myriad of other reasons - is asked for ID, maybe innocently by the uninformed poll worker not meaning to intimidate them.
