Oh, and we're spending the $10 million it costs without doing a traffic study to determine the impact. Perhaps I missed it, but I haven't heard a single utterance from our Mayor about this plan.... Maybe it was already approved by imperial decree as well?

It's a very ominous sign to me when government disregards established law-making processes. It looks to me that was the case here as there is no emergency repair necessitating a temporary closure. On the contrary, the present situation is a non-emergency, no repairs required, permanent closure of a public right-of-way. I strongly support a plaza along Newark Ave, but abhor with a passion government by imperial fiat. Open the street and then do this according to the established rules for non-emergency, permanent street closures. It will give this plaza the legitimacy it must have, if it is to be a permanent change.

I don't think building a 2 lane bridge connecting Phillip & Jersey will do anything to alleviate traffic on Pacific, let alone the Turnpike. Cars drivers will quickly accommodate to the new route, and both will be congested. What caught my attention is the negative effect on the HBLR. The bridge puts large traffic volumes exiting the Turnpike on a collision course with the poorly aligned HBLR Jersey Ave grade level-crossing. Any benefit to a few cars will be more than offset by a negative impact to thousands of HBLR riders from accidents and delays. Looks as though there wasn't much (any) coordinated planning to me....

K-Lo, Candice shouldn't need an email from me to respond on this issue. It was well publicized in the Jersey Journal and here, and very likely at the City as well ? the meeting tonight is at City Hall. And this isn't the first time in recent memory the bridge idea has surfaced. If Candice is concerned what position to take publicly, then hold a few meetings in Ward E to get a better sense of what people want. She campaigned on traffic issues and has supported variances to reduce parking spaces in new developments in efforts to reduce traffic on downtown streets. Why has she been silence on this important matter? It's concerning to me.

The meeting about the proposed bridge from the turnpike into LSP and downtown is tonight. Since it was announced I haven't seen or heard a word from Candice Osborne about this issue. It must be tough because it has the potential to put Candice at odds with Mayor Fulop, who has also been quiet about it. Has Candice conducted any community outreach in Ward E ? her ward ? to obtain a sense of where the people she represents stand on the proposal? I haven't seen anything, and I am on the mailing list for those ?updates? she sends occasionally. Seems a bit strange to me.

Our tax dollars PAY Fire Safety and Housing Inspectors to keep us safe by making sure this sort of neglect doesn't happen. Multi-family buildings are required to have inspections and it certainly looks as if someone wasn't doing their job here.

It's not believable that since the last ?inspection? the fire escape deteriorated to the extent that steps were collapsing from one person's weight, as the Jersey Journal reported. According to Jennifer Morrill, City spokesperson, that inspection was in 2012. So, at most, 3?, possibly just 2?, years ago. It's an act of God no one was seriously injured or killed.

What kind of inspections are these that this was evidently completely overlooked? It's not as though this hasn't been on the radar screen. Detailed requirements for Fire Escapes have been in place for years. The Department of Community Affairs first issued FTO-3 (link below), about Fire Escapes, over 30 years ago, and other Code requirements for Fire Escapes go back long before that.

There's a good deal more to this than some negligent landlord....

Has anyone seen or heard anything from Candice Osborne about this proposal...? I live downtown and expect that Candice (Ward E councilperson) would be mobilizing community input about it. Yet, there doesn't seem to have been a single word from her. I couldn't find anything about this bridge or the meeting on her Twitter feed. Candice's lack of visibility on an issue related to traffic in downtown ? something she campaigned on ? worries me a lot. The public meeting is Monday June 22, I'm wondering if she will even show...?

Over the past couple of weeks I've read several posts about allegedly bogus parking/traffic tickets. The link below is a report about bogus tickets in LA. I wonder if there is any possible way to conduct a similar investigation into tickets issued here? Perhaps Code for JC, that group looking at City data, could analyze the parking data to look for any odd trends.

I'm with Brewster and EthanCrane ? build a new road and the cars will come, filling it to capacity very quickly. So to me this is bad news. Moreover, I think it's a ?done deal?, and the community meeting on June 22nd is entirely pro forma. Those wanting commercial development in the LSP / Science Center vicinity (casino, hotel, etc.) see this bridge as a requirement to improve access. They could care less about traffic on local streets, or about riders on the HBLR.

Here's what I believe will happen if (when) this bridge is built. During the a.m. rush hour as drivers seek an alternate to the Colombus Drive exit both the HBLR crossing and the Jersey / Grand intersection will become significantly congested. Why? The traffic volume that this new route can handle is limited due to the HBLR grade crossing on Jersey with frequent red lights so trains can get through. Then, for traffic that does reach Jersey & Grand, those lights will need to be re-timed to stop the traffic on Grand ? more congestion.

Here's what should happen next but won't given the history of ?planning? in Jersey City. A legitimate traffic study needs to be conducted with special attention to these issues. The results should be released for public scrutiny and analysis. Someone should time the lights and figure out just how many cars can get through, and the effect at the potential bottlenecks. Moreover, since grade crossings aren't optimal this could be quite unsafe. NJT needs to provide input, as do riders on the HBLR who will be delayed by any cars on the tracks, any accidents and any changes to timing of lights at the crossing.

I've posted this previously, but in the hope it helps...

Reminds me of a notice I received in the mail from Hoboken a few years back ? doubling a fine because I hadn't paid a ticket for allegedly parking at an expired meter. Problem was I hadn't received the original ticket because I hadn't driven, let alone parked, on the street written on the ticket. Although I was ready to prove I was 45 miles away at work at the time it wasn't needed. When I went to court the prosecutor never allowed me to appear before the judge. As I began to explain the situation before appearing, he cut me off grabbing the ticket out of my hand. After looking at it for a nanosecond, he said ?I can't enforce this ? there's no parking meter number.? It just seemed like a well-oiled attempt at revenue raising.

So, check that every box on the ticket has been filled out correctly. I am no expert on this, but if you do a careful Google search you can find a good amount of information about tickets. And even some information about the original ticket online, if I am not mistaken.

user1111 I certainly agree with you that building owners need to maintain their properties. Lives depend on it. But if it's corruption, there's an Inspector in on the ?deal.? And since we pay them to enforce the Code, now that would be disgraceful. Sadly, it wouldn't be the first time a Jersey City Fire Inspector took a bribe ? link below. The FBI came calling in that case.... As was noted, it seems pretty odd that a recently inspected Fire Escape collapsed under the weight of one person climbing down.

Couldn't agree with you more dtjcview. This situation seems very strange. The State Bureau of Housing Inspection inspects multi-family, non life hazard use buildings every 5 years ? of which this building looks to be from the photos. Life hazard use structures are inspected more frequently ? at least once a year. In my experience, BHI Inspectors are very strict about fire escape maintenance, as are JCFD Inspectors. So back to your implied question: How could a Fire escape deteriorate to the point of collapse, if it passed inspection just a few years ago? Very odd indeed.

You're right, traffic will back up again at the Phillip & Johnson light, as it does now. Then there will be two jams on the local streets, since that's how roads work: build them and the cars will come. But stepping back, my sense is that this proposal isn't about relieving congestion on local streets or about community access to LSP at all. Someone wanting to build a casino, or other ?attraction? anywhere near LSP, is banking on this bridge and road. The meeting on the 22nd is "pro forma". This is a done deal.

Nevertheless, it all points to an out-of-control, Wild-West commuter ecosystem in that part of town that requires urgent assessment and remediation. With other commonsense calming measures, this bridge could potentially represent a step in the right direction.

I'll give up the car AFTER: 1.) the PATH is fixed ? it's already crowded way over capacity before all those new apartment buildings open up along the line from Newark. And weekend and night service is beyond a joke. 2.) A couple of decent, reasonably priced markets like Traders Joe's open in the neighborhood. Until then your car-free utopia will have to wait...

Specifically I am talking about Union Republic. Their new outside seating leaves only room for one person to pass at a time and their plants hang into that space as well, making it even harder to pass through. Agreed Cat, it's a complex issue. It's likely to be a complex array of factors but at least some of the increase in rents could be due to legal immigration. A lot of foreign money has gone into Manhattan real estate, increasing prices and ?driving? people to surrounding areas. The NYT ran a series recently about the number of foreign buyers. Additionally, code requirements have become more stringent and expensive over the years. For example, a gut rehab of a three- or four- family brownstone now triggers a requirement for installation of a sprinkler system. It's expensive to do that, so many small building are converted to 2-family, resulting in the loss of older and often more-affordable apartments.

The recent approval of the KRE proposal on Marin between 8th and 9th Streets might be instructive. The City Planning Board and Council amended the 14 story height restriction in the long-standing redevelopment plan for this area in favor of the 19 story proposal from the developer. I suppose they need more taxes for the City Budget, and more donations for future political campaigns. The take home for me: redevelopment plans and zoning restrictions mean little or nothing in Jersey City.

Can it really be true that no one on this Board knows where and when the Jersey City Construction Board of Appeals meets? It should be an open public meeting, as required by N.J.A.C. ? 5:23A-1.5 and N.J.S.A. ? 10:4-6 et seq. The Board cannot possibly meet the requirements of the statue if adequate notice of the meetings is not made available to the public, and agendas are not published. Surely the City would not allow this to occur? Particularly as the Law permits any person to file a lawsuit in New Jersey Superior Court to invalidate any action taken by a public body at a meeting which violates the Open Public Meetings Law. The lawsuit must be brought within 45 days after the public body?s action sought to be nullified has been made public. In addition, any person may apply to New Jersey Superior Court for an injunction or other judicial relief to insure future compliance with the law.

So here's my jaded ?I've lived in Hudson County for too long? view. On the assumption everything you've written about the parking is 100% correct ? I've seen some G_g-awful, selfish-ass parking in JC ? this smells like revenue raising. When you go to court they'll offer to drop the 4-97 if you plead guilty to the other charge. Consider this: if you fight but lose and are found guilty on the 4-97 (moving violation, I think) it likely involves points and a hike in your insurance for a few years. Sorry....

Jersey City Construction Board of Appeals

The New Jersey Administrative Code contains the provisions copied below regarding Construction Boards of Appeal. Does anyone know or have any experience with where to find the Public Notices of the meetings and the offices of the Jersey City Construction Board of Appeal for inspection of the decisions? I'd like to find out a bit more about this board.

N.J.A.C. ? 5:23A-1.5 Board meetings
???(a) 2. Public notice of all scheduled and special meetings shall be given, and meetings shall be open to the public, as required by the Open Public Meetings Act (N.J.S.A. 10:4-6 et seq.). Additionally, copies of all notices of meetings shall be provided by each board to the Office of Regulatory Affairs.

And,
N.J.A.C. ? 5:23A-2.3 Board decisions
???(a) 3. Copies of all board decisions shall be deemed to be public records and shall be available for public inspection at the offices of both the board and of any local enforcing agency or other governmental agency that is a party to a case.

Agree it was an overdue and logical step. It was maddening to see nearly empty Hoboken trains, followed by packed JSQ trains, especially coming home from the city after work. Stations were so crowded that there were safety concerns, not to mention the delays caused by people trying to get on or off trains through the waiting crowds. That extra minute at each stop on the trip adds up. Some extra trains to JSQ will help a bit.

However, where was / is some proactive planning from the PA? As others have pointed out, this problem has been brewing for a long time. And guess what? It's going to get a lot worse, and soon. Heads-up PA - see those shiny, new towers going up all over JC...? Well, they are going to be full of commuters. What is your plan for when those buildings are completed?

Good luck Ank. You might want to look at City Ordinance 14.117, passed September 2014, establishing the JC Fire Prevention Bureau. And also the New Jersey Administrative Code, Title 5, Chapters 70, 71, and the sub-chapters. These are the various regulations of the Uniform Fire Code the JC FPB will enforce. The Construction Board of Appeal will use these regulations and the City Ordinance to make their determination about what is required. Suggest you think about taking an attorney, since a City attorney usually attends.

Just curious, who is doing the fire escape engineer report for you?

Another approach if it gets too crazy with violations, code requirements, fines and so forth, is to convert to a 2-family. The code requirements are a lot less difficult. A conversion might trigger a tax reassessment, but you can appeal a ridiculous increase. Also, the State and JC Fire Prevention Bureau don't routinely inspect 2-family buildings, so there's one less thing to deal with, and I don't think there are any yearly registration fees.

Agree that the fire safety codes are important responsibility and opportunity. With that in mind this link provides the detailed requirements for fire escapes on existing buildings, which was one of violations mentioned in the original post.

FTO-3 (Formal Technical Opinion) was first issued in March 1985 and most recently updated in January 2011. Building owners and Code officials need to follow these requirements. As the FTO notes at the bottom of page 7: ?Pursuant to authority of N.J.S.A. 52:27d-119 et seq., as amended, the above formal technical opinion is considered to be binding upon all code officials.?

In the New Jersey Register, at 18 N.J.R. 1260, the following is found regarding fire escapes:
5:18-4.II(a)1. Much public comment centered on the proposed section which appeared to require the compliance of many existing fire escapes with newly adopted construction requirements. This section has been modified to require only new fire escapes to meet those more restrictive requirements. Existing, serviceable fire escapes need not be changed. (added underscore)
