While we appreciate that this GA mtg. will be run by them, I think you should understand too that not just JCNWA, but also Van Vorst Park Neighborhood Watch and other groups have been working on these issues and will continue to work on these issues. Mike of the GA told me he welcomed enthusiatically our support at JCNWA/Van Vorst Park Watch and all groups and individuals to reach out to the GA. It was the JCNWA/Van Vorst Watch who invited Mike and the GA's in January to speak,and I agreed with you and others that night that there was obvious miscommunication about their introduction/speaking at Feb mtg. Even with this mishap I don't think this means the Watch groups don't deserve our support as it is they who first organized to deal with crime problems along with working with police, and they who invited Mike and the GA in January to speak before the Dixon Deli/Vega events even happened. My point is you are not alone in wanting this mtg. to take place and we should welcome all groups, individuals, councilpersons, etc. who want to reach out to the Guardian Angels to not only come to this mtg. but actively support the GA by announcing their support. The GA do not work in a vaccum as my long post on this thread earlier attests to their primary focus NOT being crime patrols,but getting the already established neighborhood watch groups to work with the GA's as they help us help ourselves. The GA is not meant to be our own "private police" which is why those who do not understand their mission criticize them without knowing they engage a community by working with what is already in place and this is why NYC works with the GA's and cities throughout the US. It's nice that you will notify us when something is set up. We at JCNWA will do the same here for you and everyone at JCLIst if we book the meeting space for the GA's, and yes the GA's will run the mtg. not us.

That being said, I among most, would agree we need lights on the "rape bridge" and improvement of what Mia spells out above was already paid to be done. Once again, it requires activists to proffer for politicians and developers to deliver and that only happens if you get involved beyond this board. The reasons apart from PO Reilly's workload are that as great a job as Officer Mac did, there was a tendency of this board to want to swap trashtalk, tete a tete which is non-productive and a no win task for any PO. I agree, as witness the most recent Downtown Watch mtg. You want to complain is fine, but meet them face to face and complain to their face not behind their back I think it fair to call the PD, McDonough, Fulop, Troy or others to task face to face or question their data before them, etc, as I did in person Monday night. It is not fair to hide behind avatars of various cartoon figures and do it anonymously, as I think you might agree. Captain McDonough made it clear that both check this board regularly for info but they aren't going to get into a pi$$ing contest with JCListers. If you, or anyone have something to say in person than show up at any of the varied meetings they attend monthly and ask them straight up. Or email them directly below. Just so you are aware while one of the "principals" posts here and is supportive of JCList at least one or more others of the "principals" who formed this watch group disdains JCList queries for more info and I think is too controlling of all info that is expressed at the mtgs. and would prefer none of it be posted here, just so you know. I'm sure she was not happy to see the GA there and was probably clueless that they had been invited to speak by one of the other "principals". One of the reasons I think others from here at JCList should come is so to voice your concerns you post here about lack of info from these watch groups and they don't become a clique of control freaks of info we all need from the police dept. to keep us informed. Understand that I don't fault Captain McDonough on his inability to deploy more officers as we now have only 10-14 officers deployed in the East District per shift and as you can see from the map below it's not only huge but the Captain states there are approximately 60,000 residents and over 100k working in the daytime in our East District. This is why the stats ARE important and it is the basis of which "facts" are correct, is crime downtown on the upswing or downswing, which will determine the effectiveness of our campaign to get more deployment of PO's downtown especially with the new class of PO's graduating this Spring that Steve Fulop said he would lobby for downtown. As OneSkirt said tomorrow is a gathering of the Guardian Angels at 1PM with possibly Curtis Sliwa there, Mike and other GA's and I hope to be there to give them our support and Dixon Deli as well. Mike and I discussed his making further appearances at neighborhood groups where hopefully they will not receive the lack of attention they got tonight. One other caveat: for those of you who came tonight it is well to state your disappointment here as I have done too. Update From Councilman Steven Fulop The last several months have been very busy to say the least and I wanted to take a minute to update you on important happenings as it relates to both Ward ?E? and Jersey City as a whole. I have separated the correspondence below into three sections one related to important legislation I am sponsoring a the next council meeting, one section related to my request of the resignation of the Police Chief, and finally community issues in the next week that you should be aware of. Please don?t hesitate to reach out to me if you have any questions. As I try and say as often as possible, I am thankful and privileged that you have given me the opportunity to represent Ward ?E? Important Legislation I Am Sponsoring At Next City Council Meeting At the next council meeting, I will be introducing the most aggressive legislation that Jersey City has ever had in order to address the parking problem this city faces. Going forward, assuming the ordinance passes, the majority of the tax-abated buildings (which are the new construction buildings of 30 units or more), which have off-street parking, will no longer have access to on-street parking zone permits unless all spots are filled within that building. My goal is very simple; I need to do everything I can to make sure that all parking spots in those larger buildings are filled, and prioritize the on-street parking for those that don?t have access to off-street permits. I have drafted the legislation to include a "grandfather clause" for the residents that have had on street parking zone parking permit last year, we will give you a permit again going forward but if that resident was to move out, the new resident in that same location would no longer have access to the same permit. A great benefit is that this legislation will work proactively over time. Furthermore, it stipulates requirements on real estate brokers to disclose the ordinance and have prospective tenants sign it so there are no miscommunications as to the parking situation for new residents. Police Chief As the newspapers have detailed, I recently asked for the resignation of the Jersey City Police Chief Robert Troy. It is never easy to ask for anyone?s job and this was more of a last resort than anything else. The truth is that this discussion is not only about our increase in the number of murders as the chief would have one believe. In order to not misconstrue my rationale for my request of the chief's removal, it was based on an increase in most of types of crime in our city. The FBI crime statistics do not lie. They show Jersey City with an increase in crime, since Chief Troy has taken charge, of 11 percent. When comparing these numbers to other municipalities, Newark had a much smaller increase, while New York City showed a decrease of .5 percent and even Camden showed a decrease in violent crimes. Even our neighboring cities of Hoboken and Weehawken have shown significant decreases in both violent and non-violent crimes in the last year. Furthermore, in the last 12 months, Jersey City has dropped several spaces in the widely regarded Morgan Quinto rankings of safest cities. To me, our poor performance not only jeopardizes the safety of our residents, it jeopardizes property value, and it jeopardizes our standing in the region. As I have always said I believe in accountability in government and no excuses ? this is no different. I have heard many times the chief's explanation for the increase in crime. I can't subscribe to the theory that the increase in crime is solely based on manpower because our police force numbers are relatively the same from the previous two administrations to Chief Troy - if anything, we have hired more police officers but there still seems to be less visibility. Furthermore, I can't subscribe to the excuse that crime is increasing everywhere in New Jersey because if you look at statistics of our neighboring cities, as cited earlier, several have shown a decrease. To me, the issue is based in deployment changes from management that I can give examples of. If something is wrong from a city standpoint we can?t be scared to address it and as it stand now our approach to crime is not as effective as it can be for our residents. I am more than willing to expand further, just feel free to reach out with any questions. Community Info For This Week This Wed. We must get involved in our schools, neighborhood groups, monitoring city government, with the State and with and other civic responsibilities that come with the turf whether you rent or own if you're not just a flippin' speculator this is our town. Just like Spencer Tracy in "Bad Day at Black Rock" to get rid of the corruption that won't deal with the crime. We cannot do the job of our police force, but we can assist in even small ways by being more alert and proactive in our neighborhoods which starts with getting more involved than surfin' on JCList, whinin', bitchin' and otherwise not being part of the solution.

Captain McDonough, Commander of the East District, PO Reilly (our community officer who replaced Officer Mack) and sometimes Steve Fulop (call his office to "suggest" he come) show up, your downtown neighbors and even if you don't live downtown your presence will be welcome to discuss issues with those there who share your concerns. Let's not make our "support", whether for the well-intentioned Guardian Angels, our police or others trying to help be a "weekend-warrior" only event. And, for those who believe crime info should be posted here at JCList that comes from this watch group, or others, (full disclosure, no secrecy, etc)why don't you come and voice those concerns to the "principles" in charge instead of just complaining here. Years of bad press and skepticism have not dimmed the appeal of the Angels' anticrime patrols. How well they work is highly debatable, but there is no denying that they are highly visible, highly assertive and cheap. This has proved irresistible to officials who lack the means or patience to fight petty crimes the old-fashioned way: by hiring more police officers, say, or organizing community patrols themselves, or steering more jobs and opportunity into depressed neighborhoods. David Kapell, the mayor of Greenport, is one such official. He has a low-level drug problem in Greenport, that pretty village with the carousel and ferry near the end of the North Fork, where tourists mingle with a substantial black and Hispanic population in one of Long Island's closest approximations of racial diversity. The village is a motley collection of summer cottages and gracious old bed-and-breakfasts and nearly all of the government-subsidized rental housing in the Town of Southold. Just beyond its antique-and-potpourri zone are an all-night convenience store, a scruffy park and rundown basketball court -- nighttime magnets, the mayor says, for dealers and delinquents. To Mr. Kapell, the Guardian Angels provide a ready-made model for getting the neighborhood involved in fixing these and other problems. Disaffected youths, he says, will look up to proud Angels and stare down lowlife criminals -- and then, he hopes, turn them in. The Angels, who are unarmed and have sworn off martial arts (except for ''verbal judo''), swear by the effectiveness of this ''rats and snitches'' approach to deterring crime. The energetic Mr. Kapell is right about a lot of things -- that a crime solution, for example, must involve the community and engage young people, and be conducted with the full knowledge and cooperation of local law-enforcement. He says he has worked hard to get the village behind his plan, through public meetings and a recent walking tour involving Mr. Sliwa and dozens of residents. He is also well aware that what he calls ''technical fixes,'' like brightly lighted parking lots and security cameras, often promise more than they deliver. And he is skeptical that any innovative crime-prevention initiatives will be coming anytime soon from the Southold Town Police Department, which lacks a significant number of minority officers and has shown little interest in the kind of ground-level community policing that Mr. Kapell is trying to do on the cheap. But given the Guardian Angels' dubious reputation and the dangers that are always present when regular citizens willfully confront lawbreakers, there is a heavy burden on Mr. Kapell to do this right -- by making sure the Angels work closely with the town and county police, establishing rigorous protocols for recruiting and training patrol members and imposing clear rules that place the highest priority on nonviolence and good sense. The neighborhood patrols that Mr. Kapell wants should be the alert eyes and ears of an engaged community, not a squad of strutting quasi-cops. Copyright 2006 The New York Times Company

Even with a sump pump we had to bail water for over 12 hours straight with no relief and that's why I finally moved to an upstairs apt when I found out that all of Downtown JC is basically on the flood plain and the so-called sewer system has pipes too small to take the runoff particularly with all the new development. When I moved to JC in '82 I lived on Barrow Street off the park in a duplex brownstone. The lower level was on the garden level and the backyard was a concrete cove with similar drain. I can't tell you how many times we were flooded on a regular basis and we'd have to run a sump pump around the clock with a length of tubing dumping out to the street storm drains in order to remove water. We were just renting so we moved out and I've never rented an apt on the garden level again downtown since this is a known massive problem. Take Ben's advice if you are a homeowner, and replace your main from the house to the street or if you're a renter, move!
