I never said the PATH tunnel would close. The issue is the PATH will not be able to handle the sudden influx of new people that would overwhelm it. No one is going to move here to catch a ride on a train they won't be able to catch. Or if they do, they'll be quite upset once they realize what they got themselves into and will leave quickly.

And this isn't speculation, we know this because it's already happened (granted in limited doses). Right from the article, it says that there were problems with NJ Transit's tunnel over the summer and PATH couldn't handle it.

Here's what Fulop said:

Fulop says that during this summer?s tunnel problems, commuters switched from New Jersey Transit to the PATH trains in Jersey City, which quickly became packed. ?It was eye-opening for us,? he says. ?There?s no way we can handle that.?

He also believes that commuters facing a potential multi-seat ride into the city, instead of a straight shot by train, will rethink their entire decision to live in Jersey City or any of the surrounding areas.

?This would have a really, really negative impact to us,? he says. ?All the growth we?ve seen, I don?t think we have the capacity to carry the added ridership if you see a prolonged shift.?

And here is Zimmerman:

Mayor Zimmer of Hoboken seconds the PATH overload that occurred during the closure this summer: ?It was packed to a point of being a huge public safety concern,? she says.

So no, if the NJ Transit tunnel closes, JC, like other NJ locales, will be tremendously harmed. We all lose. More people will probably move to NY.

Making it such an egregious failure of political leadership (both at the state and federal level) for us to even be faced with this possibility.

This is an issue whether or not the Amtrak/NJ Transit tunnels close. With the over-development of DT, and other developments (Harrison, etc) along the PATH line out to Newark, it is not a question of if anymore, but when.... At least Fulop and Zimmer agree there's a problem. I am not hopeful there are enough grown-ups in the room to work out a plan, or find the money, to fix it.

And while we're thinking about tunnels across the river, how long will the cast iron PATH tubes last, sitting in the silt at the bottom of the river. I am sure they have some expected life-span, and have been there a while now. What's the plan to deal with that eventuality?

IMHO, the real changes here are contained in slides 6 and 16 ? recommendations for ?market rate? and ?dynamic, demand driven? pricing, respectively. The rest are, generally speaking, tinkering.

Does anyone know what happened to the $600,000 she pocketed? Was there any effort on her part to make restitution?

I might be willing to put her on the public payroll if she's made a genuine attempt to pay that money back. Otherwise, she needs to be shown the door as far as I'm concerned.

I laughed seeing this posted under ?Crime & Safety? ? thanks for that because otherwise it's no laughing matter. A comment in the JJ noted he's Medicare's problem at 65 yrs (like the rest of us), so there's a glimmer of light at the end of the tunnel. Meanwhile, for the next 7 or so years Hudson county taxpayers pick up the tab. Our elected and appointed representatives sure have well earned reputations.

A short tour via Google Street View, from the comfort of their desks at 30 Montgomery St., would have worked. It sure makes me laugh.

Yes, Pebble, I think the point is that the JC Redevelopment Agency's list is 'old as dirst' and 'bad information'...

Yvonne was clearly right to run with the story - though she does seem to have inflated the impact of the ordinance on any owners as the properties have been on the list for a decade...

But on the other hand JC redevelopment agency has had 8 years available to amend the list and remove these properties since it was last reviewed in 2007 - what have they been up to?

What is so difficult about DPW and the contractor doing the work following the requirements so that these stations don't impede access on sidewalks and streets? As I said before I really have to wonder if this isn't being deliberately done badly to try and sabotage this very important initiative.... just like the speed humps.

Jerseymom, bodhipooh, I agree. It isn't believable DPW doesn't know these requirements - I assume it's being done under their watchful eye. So, I have to wonder if this isn't just speed hump fiasco redux.

IMHO, that was deliberate sabotage by a small group opposed to the humps in an effort to stop that initiative. Those installations were done by an outside contractor ? so what did the specifications for that job say? So many unanswered questions. And the speed humps near me are still non-compliant. The whole mess just ?disappeared? from the radar.

I hope my suspicions this time are just that ? suspicions.

Frinjc - great news - thanks for sharing. As far as the corruption link, don't you think the building department should also be investigated? If there was a relationship between JCIA and someone in the building department that had enough power to do harm to a city business (as per the threat issued when Wolf called JCIA), I think there's a wider net of corruption that should be cast here. Just my two cents.


jerseymom, I have to think you're onto something ? as you usually are. I hope law enforcement gets to the bottom of this mess.

You've made me wonder ? in addition to this shakedown, recall the original issue with the JCIA was trash haulage, with construction debris mixed in. Where were those construction sites? Who owns them? Which contractors were involved? How did the JCIA ?know? to show up at a particular construction site? And when? Where were the City's Building Inspectors? What did the building department know about these building sites? I can think of many questions and issues that deserve close scrutiny. All we've heard about is a few JCIA employees....

I wonder who is conducting that investigation, in addition to Jersey City Authorities? Come to think, were other law enforcement agencies (State and Federal) notified about the investigation? The JJ reported it was on-going for a year! Maybe I missed something but the only thing I remember seeing is that the investigation was undertaken by Jersey City Law Enforcement.

Yvonne, these data are interesting and raise lots of questions for me. What is the source for the 2,300 in tax lien? Are they all tax liens? Jerseymom, sorry to read about your friend. I really wonder what's going on with the Fire Code Inspectors at the Building Department.... I've seen projects stopped for years before it's sorted out. Image the lost income from a building sitting empty all that time. Some folks end up having to sell the half-finished building with an open-violation, because they literally can't afford to finish the work. Who would buy a building in that condition, and how much of a loss is the original owner taking?

If you doing any work on the building it will almost certainly trigger a need to meet the requirements of the ?Rehab Code? at N.J.A.C. 5:23-6, et seq. It's the state-wide Building Code that applies to construction work on existing structures. Here's the link:

Read and understand it, particularly the Fire Safety requirements. Those are usually cross-referenced in either the regular Fire Code, or the ?Retrofit Code? at N.J.A.C. 5:70, et seq. Here's that link:

I've heard too many horror stories from local contractors, architects and a realtor friend of people getting through plan review at the Building Department without the Fire Code folks telling them a sprinkler system is needed. Then, half way through the construction, the Fire Inspector shows up, issues a stop work violation because a sprinkler system hasn't been installed.

From what I can tell, it's little more than a racket to drive prices up, since by the time you're half way into the work, you have no choice but to comply if you wish to continue. And there's absolutely nothing you can do to hold the Fire Inspector who reviewed and passed the plans accountable. How these folks get to keep their jobs is beyond me. The fact that they miss these things means they are either incompetent, or it's deliberate. Either way it's a huge mess. I am very curious to know how often it happens, since I hear of it pretty frequently

Sprinklers are crazy expensive. Make absolutely certain you know what is required before you start. By way of example, I know a local realtor, long established in the area, owns many buildings. When he rehabs a 3- or 4-family building now, he usually turns it into a 2-family. The reason is the cost of a sprinkler system ? a 2-family doesn't need a sprinkler. One recent estimate he obtained for a 4-family brownstone was $125,000 just for the sprinkler system! So make certain your architect gets a Fire Safety Company involved in the plan design and gives you a firm estimate for the work. That way you'll have someone to sue if they get it wrong.

Thanks JadedJC, your experiences with the Historic Preservation requirements exactly match mine, and my neighbors as well. In short, it's an expensive nightmare.

In a classic example of regulatory overreach, the City uses the preservation requirements to browbeat homeowners into undertaking very expensive ?restoration? efforts. Anyone who thinks otherwise is just fooling themselves. Replacing windows is just one example. Historic appearing, parlor-level, long, wood windows for a brownstone run to several thousand dollars each (yes, thousands) to buy and install. The short wood windows are over a thousand each.

And it's all paid for twice by Jersey City homeowners. Once to have the costly work done, and then again through increased taxes when the City reassesses the restored property. And just as there are NO tax credits, grant funds, etc., for an individual homeowner, there aren't any tax abatements either. The canard of financial support to individual homeowners was exactly that, introduced to try and divert attention from the reality.

That's a bit concerning Yvonne.... I wonder if the "User Friendly" version will shed any additional light on these matters - or was that the data source for your observations? And yes, it would be nice to know exactly how many employees and open headcount there are in the City's budget.

I wonder if everyone wanting to see the budget will have to make OPRA requests to the City Clerk to obtain the documents...? Surely, after so much hype about IT and tech someone from the City could post the .pdf? Reminds me, didn't Candice Osborne have some kind of initiative shortly after she was elected to try and improve the City's use of technology. She certainly uses social media - check out her Twitter posts.

BTW, for anyone interested in obtaining a copy of the budget, or other information from the City, here's the link to make an OPRA request.... Maybe if a few dozen of us JCListers submitted requests, they'd get the idea. Just sayin' now...

Thanks for the clarification Yvonne.

Do you know if any of the expenditure categories changed significantly as a percentage of the overall total. It raised some concerns for me that the second largest category was "Unclassified" - over a quarter of the total budget. This could hide a multitude of problems...

The largest single category of expenditure is "Public Safety" consuming about $181 million or 34% of the total budget. Next is "Unclassified", at about $151 million or 28%. Third is "debt" at about $51 million, 13% of the $535 million total.

So would you advocate increasing teacher wages to the average college degree salary?

Something tells me your contribution isn?t all that large to begin with?


It bears repeating: laughable. But the joke isn't on me. I won't be around to make any further contributions (large or small, take your pick) to this mess, should anyone try to increase my taxes any more. It's easy to move, and there are plenty of enjoyable places to live - all over the world.

The only suggestion I have to anyone considering teaching as a career, is to take their intellect, skills and devotion and put those talents to use where they are appropriately rewarded. By and large it is a matter of individual choice which sector of the economy a person selects as their work. Just as it is a matter of individual choice where one lives and pays (more, or less) tax. Bottom line - if you don't like it, then walk and stop whining. You're not getting any more of my money.

This pension system contribution debacle makes me laugh. The second they increase my taxes any more to pay for it, is the second I leave the state for good. And then my friends they'll get a big "0" contribution from me. It's a joke, but the joke is at the taxpayers expense, and I am ready to roll.
