Meet the police this Monday

Chief Troy to discuss crime-fighting changes at open 'town hall' meeting

The Jersey City Police Department will be holding a "town hall"-type meeting Monday night at Middle School 4 on Bright Street to announce major changes in the department's operations in fighting and preventing crime.

City spokesperson Stan Eason said there aren't many details about the 6:30 p.m. meeting available yet, except to say there would be discussions on patrols, a new website for the Police Department, and a new department slogan. The meeting will also include a Powerpoint presentation by Police Chief Robert Troy.

Residents have asked the police to increase patrols in the neighborhoods and to respond faster to complaints, but police officials say they are limited by a shortage of officers.

While there is a development boom and property taxes are increasing, Jersey City still suffered a record 39 homicides last year and an increase in robberies and rapes in the first two months of 2006.

"I was asking myself this question," said resident Dwayne Baskerville, who works with local teens, last week. "How do we make sure these kids are not getting killed today?"

Meanwhile, residents are bolstering their Neighborhood Watch programs and seeking help from the Guardian Angels organization, a group of volunteer crime fighters based in New York who are currently looking for a Jersey City office.

The Guardian Angels

The Guardian Angels, in conjunction with some downtown Jersey City neighborhood associations, held a public meeting at Middle School No. 4 on Friday, March 17.

Speaking at the meeting were local members of the Guardian Angels and city officials such as City Council President Mariano Vega and Ward E City Councilman Steven Fulop. The meeting was attended by nearly 100 people.

Among the topics of the meeting were not only how the Guardian Angels would operate in Jersey City but also how residents could become more proactive in watching over their neighborhoods.

Dale Hardman emceed the meeting. Hardman has been a downtown Jersey City resident since 1982 and has worked with fellow downtown resident Pam Andes and others.

"I and Pam both work on the Jersey City Neighborhood Watch monthly patrol, where we travel through various areas in Downtown looking for suspicious activity," said Hardman. "The Neighborhood Watch also has a meeting once a month where we report the suspicious activity to our precinct captain, [Brian] McDonough, and he gives us information on incidents happening in his precinct the previous month."

Hardman said preventing crime could be as simple as saying hello to new neighbors.

"Some of the new residents moving into Jersey City that I meet remind me of myself when I moved here over 20 years ago," he said. "There's this mindset that 'We'll only be here a few years and then we'll move out, so we won't be involved.' "

Hardman added, "As a struggling artist, I had very little influence upon my elected officials. The new residents, many of whom work in the finance industry and make a substantial income, feel they are paying a lot of money for their [homes] and demand city officials have to be accountable. While that's a good thing, there's also this sense of entitlement that will not work in an urban area - everyone needs to work together."

As always, thanks for the info, Bright! I was actually confused about the original reports re: Fulop's stance on the JCGA. Glad to hear he's looking at the big picture, which makes a lot more sense and is consistent with his performance so far.

Anyway, I will definitely be there Monday night. PS4 is walking distance from my home, but let me know if you need a ride, and I will gladly take out my green chariot!

Hey, here's a big official welcome back from Paree! Thanks for all the flyers as they really came in handy for this mtg. last week.

The JCGA and myself plan to be there Monday too to hand out more flyers. If you're not in the law library monday, maybe you can join us to help us hand out flyers and that goes for anyone else; just meet us at Middle School 4, 107-108 Bright between Jersey and Varick. There is a JC Heights Neighborhood Assn. and I will post it here.

Yes, we do have advice for any neighborhood that wants to setup a Watch group. Our first suggestion is to come to our next meeting of the JCNWA which will be an internal mtg., TBA by email within the month.

Our next formal mtg. for the public is on April 10th, always the second monday of the month at Grace Church Van Vorst in their gym at 7PM until 9:30PM.

Our suggestion is for you to get at least two or more neighbors together, ours started with 4, and we'll show you the ropes of what to do and how to work with the Police Department, other groups, the JCGA, etc.

So I'm watching basketball this weekend, but once I take a longer break I'll come back here to post the JC Heights info.

Good question! If you live downtown in the Harsimus Cove, Hamilton Park or Van Vorst Park area send an email to jcnwa@comcast.net, you'll be added to the email list of notifications, etc. and on the second monday of the month from 7 until 8:30PM, we meet at Grace Church in the parish hall (gym) through the red doors located on Erie tween 2nd and 3rd street.

Our next event is a training session with the JCGA on March 31st that you will get the details sent once you send your email info to the address above.

Look forward to mtg. you!

As you know from our emails, the JCGA wanted all speakers to go on first before them to show that the JC community supports their being here and will work with them.

I agree though that Alberta Walker did not make it clear about the JCGA already working with her as I did in my post here. She was so gung ho on what the Boys & Girls Club is doing that she did forget to mention what I stated here, you're right. Next time she comes out I have to make sure she states more clearly how her program works with the JCGA, so thanks for pointing that out OneSkirt.

As you heard Mark say last night, he's not much of a speaker (too low a voice to project for one problem) and why I was trying to get him up to the podium instead of "concert roving" with the mike was so I could have him up by me and then have Media Mike join us to talk about the organization, etc, which he knows the details better than Mark. No matter though, I had to improvise and so we lost Media Mike for the rest of the night with Mark having the mike.

The purpose of last night's mtg. was only to introduce the JCGA to JC in a general way, for speakers to state their support and for both the JCGA and speakers to urge those attending that the best way of "how can we actually help them" as you say, was , forgive me:

To work through your neighborhood groups to reach out to the JCGA. If you don't have a group contact JCNWA and we'll help you form one to work with the JCGA.

The specifics, the details, about about escorts, self-defense training, etc, the nuts and bolts, were never intended nor stated in the press releases or postings to happen last night. That is what the separate neighborhood groups meetings are for and that's the point: it's ONLY through these groups that these "specific details" will take place.

If you want "hows", DIY, etc. each and every separate neighborhood group will be doing very different things in some cases, like the Boys & Girls club w/boxing, or like the JCNWA and Van Vorst Watch have a March 31st training for how to do patrols scheduled with the JCGA, and how you find out what anyone is doing with the JCGA is to join those groups, get on their email lists and most importantly: come to the mtgs.!

So that outta the way, why don't you sign up for the March 31st "how to do a patrol" mtg. with the JCGA and us, the Jersey City Neighborhood Watch, and all those lurkers reading this do the same.

Let me clarify. I wanted to know a bit more about the history of the group, the organization's overall mission statement, and how they work specifically, and how they recruit. I think it was a great meeting and I'm not bashing anyone in anyway. Just saying that I hope next time we get to the specific "hows". They have a lot of great ideas and I was hoping to hear a few more of those last night.

Another great thing about the meeting was how many people from different neighborhoods came out.

You become effective by working with others, not alone, or you accomplish nothing. That's why I'm still in JCNWA since there are many good people like pchops and jc_insomniac and many others not on this board, trying to help in a positive way, but it takes time, it takes work and yes, it takes sacrifice. That's why your effort on behalf of the JCGA, is so valuable, OneSkirt.


I am on your email lists, or should be. Never said I didn't want to join the JCNWA. So far the recent meetings have not fit in my schedule yet, but I'll keep trying. I don't think this is the forum to discuss this particular matter. I'd be happy to receive event notices from you guys (and I haven't gotten any in awhile).

Yes, I think it was a great meeting and a great space. Glad you came.

I think you make some valid criticism about not enough time (space closes at 9:30)and some of the questioners hijacked the mtg. to vent on the politicos there, JC in general and the world at large, but anyone who has been to public mtgs. knows that you can't control that as everyone has his/her say including the street rev who bent my ear about aliens in JC (well, you don't need to convince me of that, just look on this board sometime! ).

There are other statements of yours that I have to disagree with, particularly in that I think the JCGA DID state their mission and how we could help: "all night long", (like the song), the chapter leader, Mark, said over and over what their mission was, how we could help and what they need.

JCGA Mark and Mike became for me like a mantra after awhile:

"We're here to help you help yourselves"

In line with that last statement and the above, and OneSkirt's statement, "I know the GAs would like to do more of these open forum style meetings in the future" I have good news to announce:

I've already been contacted by the President of one of the groups of the Downtown Coalition of the Neighborhood Associations, and based on what they heard of last night's mtg. they are going to invite the JCGA to put on a program for their group, TBA soon.

Maybe you will come to that mtg. too, OneSkirt and ask further what it is you seem not to get from the above or at last night's mtg.

Anyway, thanks much for coming and you were very supportive. I just wish you'd join the JCNWA where your energy could be put to use. One bad mtg. experience does not make the show or I'd already quit.

You become effective by working with others, not alone, or you accomplish nothing. That's why I'm still in JCNWA since there are many good people like pchops and jc_insomniac and many others not on this board, trying to help in a positive way, but it takes time, it takes work and yes, it takes sacrifice. That's why your effort on behalf of the JCGA, is so valuable, OneSkirt.


We all have a life beyond JCList, beyond mtgs., beyond the nitty gritty, work that volunteerism requires. Yet some do it because they care, because of their children, their family, their dog/cat/rabbit, parking space, whatever: because they want to make a difference. They are not followers of John Galt.

There is no "list" , no"phone number" no one person who can flip a switch and deal with these problems. It takes us all working together and that's especially true if you want the Guardian Angels help to help ourselves.


To all those on JCList, Remember:

"If you're not part of the solution, you're part of the problem"

It was a very good first meeting. The space was great! WOW!

One critique - and I mean this is a constructive way - was that while all of the speakers were interesting, some speakers, and many question askers, strayed pretty far from the topic of the meeting - the JC Guardian Angels (Ms. Walker comes to mind). I think more efforts needed to be made to draw people back to the true focus of the meeting the Guardian Angels. I feel that the GAs didn't get to speak nearly enough. More was needed from them to introduce their organization to the community, explain their mission statement, and what they would like to do to help our community, etc. I would rather have heard the Councilmen speak, then the GAs, followed by the other speakers who's agendas would have been a good follow-up/tag on to the GA's portion. (ie., youth activites are important to discuss, but let's talk about how to get the GAs involved with that, not just how great the Boys & Girls Club is, which it definitely is).

Also - I think next time, it would be helpful to state at the beginning of the Q&A portion that we would like to keep all questions relevant to the GAs only. Understandably, people are passionate about various community matters or organizations that they work with, and that is great. But they were allowed to stray a little too far from the topic of the meeting (perhaps because they wanted the ears of the politicians?? I dunno.) Next time, they need to be told to save that question or to take that important issue to a community organization's meeting - and maybe help steer them to that group so they feel heard. Bright Moments did a good job of moderating though - a difficult job.

All in all - it was a great step in the right direction. I know the GAs would like to do more of these open forum style meetings in the future, so hopefully we can apply these learnings to those.

Well, first we'd like to thank Wallace De Filippo, Principle of Middle School #4 for his support and the use of their beautiful new auditorium for the Jersey City Guardian Angels meeting last night.

We enjoyed meeting him and speaking of his plans for Middle School #4 and how the Jersey City community might all help each other.

Principle De Filippo's generosity and assistance in allowing the Jersey City Neighborhood Watch Association to host the Jersey City Guardian Angels meeting on safety, security and increasing awareness, is of importance for all of Jersey City, and an example of how each of us need to reach out to help together in community.

We all felt the meeting was a success, first with the individual members of the Guardian Angels, some who traveled from Harlem and Brooklyn, especially the chapter leader, Mark Adams, Mike , "Midnight" Dwight, "Thunder" Dave, Reverend Allen and other Guardian Angels.

There was over 100 people from diverse areas of Jersey City with students, parents, Jersey City leaders, business owners and residents including those from community groups such as the Communipaw Neighborhood Assn., the Ocean/Bayview Home Assn., the Jersey City Neighborhood Watch Assn., the Van Vorst Watch Neighborhood Assn., NJ ACORN, JCList.com and others from Ward F, Ward A, Greenville and Bergen/Lafayette who felt the meeting was useful.

Council President, Mariano Vega Jr.'s appearance and speaking, together with Councilman Steve Fulop,(who was generous in my putting him on the spot, in a friendly way, by asking for his comments there)who cleared up what he said to the press about feeling that JC has the police and resources to deal with these problems and that's why his concern about Chief Troy's leadership.

Steve Fulop said he has no problem with the JCGA if their intention is to try and work with the PD, which is exactly what they, and we who are assiting them at JCNWA, are trying to do.

Our invited speakers in support of the JCGA included Alberta Walker, Youth Activities Center from the Boys & Girls Club, Dwayne Baskerville with "Teen Summit: Stop the Violence", Hector Vega with the Oceanside/Bayville Home Association, Dixon Deli owner Mirna Moreira and of course our own Pam, co-founder of the Jersey City Neighborhood Watch Association, were all appreciative of the JCGA and providing real support with working with them already.

Principle De Filippo and I discussed how we're sure this will lead to more community gatherings, theater and performance productions as a result of last night's meeting.

Greg Malave, Aide to Council President Mariano Vega, Jr.'s office, is providing me with pictures from last night's meeting which I am sending with press notice and thank you letter to the Jersey Journal and other local press.

BTW, our press efforts and notices were extensive for this meeting, including broadcast e-mailings from Hamilton Park Neighborhood Assn., Harsimus Cove Neighborhood Assn., postings here at JCList.com, jerseycityvibe.com, craigslist.com, newportwaterfrontassociation.com, dojo-mojo.com and others.

I also had direct contact with Craig Garretson, Assistant Managing Editor, Projects and Jason Fink, City Editor at the Jersey Journal, which resulted in his assigning Carly Baldwin to write a feature story. Carly interviewed myself and other GA's she quoted, Wed afternoon on deadline and this became the main news story in the Jersey Journal in yesterday's paper prior to our meeting last night.

Once again thanks to those here at JCList who came out like OneSkirt and all her help with flyers and communication with Mike of the JCGA and myself, pchops for her leadership, jc_insomniac, who even though in Paris was helping till the end, and the webmeister who I finally met (thanks much for coming!) and thank you all on behalf of the Jersey City Guardian Angels, the Jersey City Neighborhood Watch Association and myself for all your support.

We look forward to having each of you work with the JCGA in "helping us help ourselves" by joining the JCNWA, send email to jcnwa@comcast.net, coming to our next month's meeting and every second monday of the month at 7PM until 8:30PM, at the Grace Church Van Vorst parish hall (gym)entrance through the red doors on Erie between 2nd and 3rd street.

It's a joke Newsboy. I get along great with Captain McDonough and find him very co-operative and helpful.

My point is if some silly a$$ whiner n complainer here at JCList wants to do something they should get off these boards and come to our Watch mtgs. where we work with the police dept.

I'm just sick and tired of readin' whiners who think their civic duty is to just bitch.

Well I just hope that all those lurkers on this board, plus those who have ever, ever posted a complaint about crime in downtown JC show up tonight.

I was at the Harsimus Cove Assn. special mtg. last night w/Mayor and DOT to discuss the Rt 139 construction and with everyone complainin' here about traffic, etc, there were only about 40 there and at least 15 of those were city, state, police.

Several even tried to hijack the mtg. to discuss their personal crime issues (one guy about a missing mailbox across from the chicken bones and pawn place) and Valerio and the DOT guy runnin' his presentation were generous to allow them to vent towards Captain McDonough.

However, I pointed out that if you want to yell at the Captain come to our Watch mtgs. every month, second Monday at Grace Church instead of doin' a "drive-by" hijack of others meetings.

The same goes for tonight: quit bitchin' and show up. Don't matter if you hate the Angels, or think they should be the Magnificent 7 up in Greenville. This is the mtg. to go to and believe me I would prefer to stay home and watch March Madness as I know I got the winnin' pool select, so if I'm there I want to see your smilin eyes there too.

This isn't about "give me the report, what was said?". Get off ya duff and show up.

Many residents say they feel safe in their neighborhoods - but would still love to see the Guardian Angels.

More than half of respondents - 55 percent - said they had a favorable opinion of the beret-wearing volunteer crimefighters, while just 8.5 percent said they have an unfavorable opinion, according to a recent poll by The Jersey Journal/New Jersey City University.

In response to two violent attacks on women last month, the Guardian Angels started patrols in Downtown Jersey City. They've also met with community leaders and are looking for new members to start patrols in Greenville and the Jersey City Heights.

Six in 10 residents said they approve of the Guardian Angels patrolling Downtown Jersey City, but there's even more support for patrols of other neighborhoods in the city.

Seventy-two percent of respondents said they'd support the Guardian Angels patrolling other neighborhoods in Jersey City, and 74.5 percent said they'd approve of the Guardian Angels starting patrols in other Hudson County communities.


Support for the Guardian Angels was strongest among African-Americans. While 56 percent of whites and 54 percent of Hispanics said they approved of the organization, more than 71 percent of blacks favored the group, wrote the poll's supervisors, Bruce Chadwick of the political science department and Fran Moran of the English department, in an analysis of the results.

An overwhelming 85 percent of African-Americans said they'd like to see the Guardian Angels in their neighborhoods.

The poll also found more than two-thirds of residents - 70.1 percent - said they feel safe living in Hudson County. However, just 53 percent of blacks feel that way, the poll's supervisors wrote.

The poll found 23.9 percent of respondents don't feel safe.

The results are slightly up from a Jersey Journal/NJCU poll taken in November, when 65.4 percent said they feel safe and 29 percent said they didn't.

While the Guardian Angels struggle to gain a foothold in Jersey City, the volunteer crime-fighting organization is calling out for more members to help clean up the streets.

Twenty Jersey City residents have joined the Guardian Angels as they patrol Downtown and work with students in local high schools, said Guardian Angel Mark Adams, who lived in the Heights for 14 years and is now trying to start a local chapter of the Angels.

Ward F Councilwoman Viola Richardson has also called for the Angels to patrol Greenville, but Adams said the group's numbers are still too few to start patrolling more dangerous neighborhoods such as the Heights or Greenville. Last month, Guardian Angels leader Curtis Sliwa said he expected the organization to expand its patrols.

The Angels haven't been embraced by local police and Ward E Councilman Steve Fulop has publicly disparaged their efforts. Still, other city leaders commend the group and encourage Jersey City residents to volunteer.

"People feel safe around them," City Council President Mariano Vega said. "If the police are not acting to their satisfaction, people have to stand up and help become a deterrent to crime, which essentially is what the Guardian Angels are doing."

Adams said that anyone - any age or physical ability - is welcome to join the Angels in Jersey City. Guardian Angel and Varick Street resident Mike Principe said extensive physical training classes are provided for recruits before they start on patrols.

"We are constantly recruiting," Adams said. "People will come and go, but our biggest concern is what the community wants us to do, in what way can we work with you."

Robert Allen and Tony Torres are two new recruits who try to fit patrols with the Angels into their busy schedules.

Allen, a 58-year-old former minister who lives on Wayne Street, said he joined the Angels because he was tired of hearing cars being broken into and learning that more and more Newark Avenue merchants felt threatened.

"What inspired me to join was the work that (former Jersey City Mayor) Glenn Cunningham did with the city's youth," Allen said. "There's crime on MLK and Ocean Avenue, kids are killing each other because they have no other purpose."

Torres, who lives in Paulus Hook and is Hudson County Freeholder Eliu Rivera's chief of staff, joined the Angels after the Dixon Deli was robbed Feb. 6. Torres, or "Hot Wheels," as his fellow Angels call him, because he uses a wheelchair, says the Angels serve mainly as a visual prevention to crime.

"We are not vigilantes," said Torres. "I've been on York Street at night and I can see heroin addicts looking in cars . they see the Guardian Angels coming and quietly just disappear."

The JCGA were at two mtgs. last night, over near Lincoln Park at a local neighborhood group and also at the monthly Jersey City Neighborhood Watch w/Van Vorst Park Neighborhood Watch, Steve Fulop, Captain McDonough, PO Reilly and Sargeant "L" whose name I can't spell and about 20 neighbors.

Steve informed us of several ordinances in planning stage (I'll let him disclose) and news of a Mayor's new city-wide community initiative to be announced soon that the JCNWA will be working on with the PD.

More to come, this Thursday, March 16 from 7:30 sharp until 9PM at the Middle School #4's Auditorium located on 107-108 Bright tween Jersey Ave and Monmouth, below Van Vorst Park.

Please everyone - come out to this meeting on Thursday. It's at 7:30pm at the Middle School on Bright St. (between Monmouth & Jersey. There will be a Q&A period to help establish a dialogue with residents and we need your imput.
