I try to leave a can next to my building as people through their empty booze bottles into it, instead of my bushes.

If I start getting fined, I'll just let the bushes be the trash can. I would rather clean them up every few days than have to take off time from work to go to court.

No, because my tenants were given clear instructions on how to recycle and I randomly check for compliance.

Same story as original poster to convey, however, instead of a warning it was a summons.

Yep. Exactly. I had a coworker who received a summons with a mandatory municipal court appearance to pay a $$$ fine for such with one of her rental properties in the heights. No warning given.

When I put my can out (regular trash) they often get a few bottles of cheap booze and malt liquor in them by pickup time. "Gifts" of some of the resident ne'er do wells.

Could you have gotten dinged by the inspector because of that?

Who signed the warning, is there a reference number ? I would call the RRC (201) 547-4900. Also call your local council person or the three at-large. Someone has to have an answer.
