Jersey City mayor vetoes new pay-to-play ban

JERSEY CITY -- A strict revision of the city's pay-to-play ban that the City Council adopted last month has been vetoed by Mayor Jerramiah Healy.

In a Dec. 28 memo from Healy to members of the council, the mayor writes that there are ?serious legal and constitutional questions? about the ordinance, which was adopted by a 5-4-vote on Dec. 19.
