With all these hit & runs lately how do we know which ones are accidents and which are intentional ?

I always thought someone is going to get hit on Garfield, next time it may be a small child. This street needs crosswalks and speed bumps.
A 21-year-old pedestrian was struck in a hit-and-run late last night on Garfield Avenue at Stegman Avenue in Jersey City, according to reports. Jersey City Medical Center spokesman Mark Rabson said the man was admitted into the intensive care unit in critical condition, but had no other information about the incident. Hit and Run
