That would make sense; I noticed these things at Secaucus Road and JFK after they realigned the intersection for 3 lanes; while it used to be pretty regular signal cycles, now I feel like the signal cycle varies quite a bit, and the right turn around does not always come on.

Most likely a traffic signal camera sensor (for the light). Probably not for issuing tickets unless you see a flash firing or additional cameras pointed at different spots of the same cross street. Red light cameras in NYC can usually be found mounted *behind* the intersection to get a picture of the rear plate.
