The BOE members, Noemi Velazquez, Chris TisDale and Afaf Munhammad who've voted to increase property tax in Jersey City are running for reelection. Vote for Isnel Sanon, Alexander Hamilton and Ahsan Nawaz on November 8. They will work to lower property tax. Spread the word everywhere.

So this bill is tacking on 1/2 of the total school increase and all of the city increase for the year (as even though they just set the budget, it's for the calendar year 2022, so we're retroactively paying it all, since Q1-Q3 didn't include the increase). When I look online, I do see Q1 & Q2 2023 already and it's higher than Q1 & Q2 2022 (due to the increase) but not as high as this current bill. Of course, this all could (and probably will) happen again next year (Q3 & Q4 much higher). The city does not make this clear and I'm sure people are going to argue with me about it, but just call the tax office and they will explain in.

I have not received the physical billing in the mail yet but have been checking my tax account online about once a week since Q4 taxes are usually due Nov 1st. Checked last night/early in the morning Wednesday and my jaw dropped. I came here to see if anyone posted an update/rebuttal to this thread, specifically rscott. This is my tax record on a 2BR apartment in the Journal Square area. 2022 Q4 is almost double the amount from 2021 Q4. Absolutely unbelievable!!!

If only expelling the rotten kids were that simple. Remember Joe Clark, in Patterson? He cleaned up that school system pretty well, but kicking out 40 kids who didn't want to be there anyway probably isn't that simple today.

Generally agreed, given how hard it is to attract decent teachers to an inner-city public school system. In Europe, teaher salaries are generally higher than in the United States while administrations are paid less and are smaller. We spend way too much on school administrations.

Additionally, teachers' unions, while they may be well meaning, have become too powerful and almost as bad as the administrations they fight against. They work to protect bad teachers who should be fired while not really serving the rest of their membership, from whom they happily take the mandatory membership dues, as I would presume Jersey City schools are a "closed shop". However, even in a closed shop you have the option to opt out of the portion of membership dues that goes to political campaigns. No union will make any effort to tell you this, however.

I personally believe starting salaries for school teachers should be as high as starting salaries for first year bankers and auditors with the Big 4 who have a bachelor's degree. It's the only way to attract the best talent.

Education does not justify putting liens on people's homes for education. A large part of school population are non-citizens, so we seized citizens' homes in order to pay for education. I voted for the income tax in 1976 because politicians promised that money would be used for public school education. They lied. The lottery and sales tax were also promised as a source of revenue.

This is a Democratic city, and we allow Gov. Murphy to get away with not funding the public school but his state budget is $50.6 billion, much higher than Chris Christie's budget of $34 billion and more millions went to our school system.

It's like everyone 'heard' that the public schools are so bad but don't actually look into it. We fell into that trap. Our child went to a private pre-school and then to a charter (like most families we knew). But now we, and 90% of the families we know do did the same thing, have switched to our local public school! We're much happier. We found the charter we were at to be lacking resources, and high teacher turnover rate (more so than public schools) was making the few good programs inconsistent. For example music was terrible, then a new teacher made it suddenly great, then left and it was terrible again.

So maybe it is just the bubble I'm in, but perhaps this is changing? I get that some kids need smaller classes or are otherwise better suited to something outside of the normal school system. But generally, it drives me crazy when people just go to the charters without questioning!!

Regarding the 33% amount, the person who originally mentioned a 33.3% increase is specifically comparing 2021 Q3 with 2022 Q3, which is a 33+ percent increase between those 2 third quarter billings.

@rscott, debating a matter is not the same as arguing.

Some of those teachers may well deserve the salaries they get if they have been there a long time at a thankless job in a city where attracting teachers is difficult. On the other hand, if the union goes out of its way to protect bad teachers and it is nearly impossible to fire them after a certain point, along with it being a closed shop (mandatory union membership), we have a broken and expensive system. But it is not the only inner-city school system in this situation.

Also, any idea what portion of the budget goes to school system's management salaries and is it particularly bloated, like so many school systems?

As large as the Jersey City school budget may be, let's not forget a sizeable chunk of money being diverted to the city's charter schools, a concept I think just hurts the regular school system. Why so many middle class people who insist on sending their kids to charter schools and don't like the regular school system in Jersey City can't just move to a real suburb with better schools, I don't understand.

An article published by Terrance McDonald who formally worked for the Jersey Journal did an article on the teachers' contract. Teachers will be in the six figures based on a certain level with a BA. So, yes, they are paid well. My problem with this is the people who use public schools, many live in buildings that will not pass this increase on, according to ordinances by the city. So, if you vote for school board members, who pass these contracts, you should not be exempt from paying the bill.

The "estimated" tax bill posted the new rate. Of course, the rate could change. But it's what we have for now. It's not 33%. Still, it's very high. The communication was weak for certain. But the increase to the budget was in fact published in the news and broadcast all over social media. So most of us shouldn't be totally surprised. The increase while painful and unwelcome was in the range I expected based upon what I read. If I were a parent I would absolutely move to another town. In fact, I would move to Newark where real estate taxes are less and then send my kid to Seton Hall Prep or Mt. St. Dominic. Of course, I'm from Newark and went to SHP. Still, these real estate taxes do not warrant staying for most people if you're sending your children to school here.

I am looking at my tax bill now, "Estimated 2022 Tax Rate 1.8890, which means, we do not know. Until the 4th quarter is finalized, that rate could go up. There was no letter attached so the mayor is playing a game and we, the public, are stuck wondering.

Thank you. Those numbers perfectly match what I was trying to say (though I admit I was initially incorrect about the difference from Q1/Q2 just being added to Q3, as opposed to split over Q3 and Q4). I don't know why the city does not make this clear.

@rscott, Regardless of who's interpretation of the prior tax billing is accurate, there has never been a 33% tax increase. I am not considering the revaluation year, whatever that increase was, since that was a onetime occurrence. The current estimated tax bill for Q3 is directly related to the historic rate of inflation. The finalized amount may be decreased, or it may be increased. We all shall see soon enough. I say all that to say, do not treat this year as the status quo in your mind, because it is not. Prepare yourself for the worst and pray or hope for the best.

This is completely true. I believe he managed to find $75 million in both COVID funds and by diverting money from PILOT payments. Funny how that can happen in an election year. And I'm not a total Fulop hater. I just think people need a reminder that shit like this happens and it's barely mentioned.

I get what you're saying about the delay with billing. However, looking at the year of the reval, for example, my bill jumped way up for Q3 and Q4 but then went back down the following year (to more than it was before the reval, but not THAT much). I remember calling the tax office about this (when I got the Q3 bill) and they explained that it was making up for the increase not being applied to Q1 and Q2, and that when the budget is finalized it is retroactive. So I guess it is Q3 AND Q4 that are affected (I was wrong in my statement about it just being Q3). B

rscott is absolutely incorrect. JC has typically not issued the 3rd quarter tax bill on time. For years, due to a late budget, we property owners have been sent a letter explaining that a budget has not yet been passed, and that the tax bills will be sent once the budget is passed. I sometimes did not receive a letter at all and would send an email to the Tax Collector, asking about the 3rd quarter tax. The budget tardiness has resulted in the 3rd quarter taxes not being due until September or October in the years 2016, 2017, 2018, 2019, and 2021. In 2021 the tax bills were not mailed until September. Then a second billing statement was sent out in October, which did reduce the tax amounts for quarter 4 by approximately 4%, to adjust for the 3rd quarter. Quarters 1 & 2 were reduced by approximately 1%. My overall 2021 tax bill was decreased by only approximately 0.988%.

There was no letter attached to the estimated tax bill, rscott's claim the increase goes back to the 1st and 2nd quarters are opinion. Since the 4th quarter is not given to the public, everything is just a debate. The 4th quarter could be higher, just maybe the mayor would be mailed out after the November election to protect the Dems running for office against Republicans on the other side of the ballot.

The increase is retroactive to the beginning of the year, so this estimated bill is basically Q3 with the increases for Q1 and Q2 added. It does not represent what each quarterly bill will be in the future. This always happens - Q3 is the largest of the year if the taxes increase, as it's making up for the increase not being included on Q1 and Q2.

i just looked at bills. this is ridiculous. inept leadership at the local level. spend, spend, spend and tax, tax and tax!

This is an estimated bill, there is one more quarter for 2022, so the 4th quarter could even be higher. Shame on this administration for playing games. We should know the breakdown of the county, school, and municipal governments.
