The county tax bill is a function of what they have budgeted to spend. The valuation is used to determine how to divide up that overall amount to tax.

The year after Hoboken had its revaluation, many of the local citizens went to the freeholders' meeting. I happen to be there for another reason. I heard those Hoboken citizens complain that the are now paying more taxes to the county than to the City of Hoboken. After they finished talking, freeholder Bill O' Dea started to cut the budget. So now that Jersey City ratable base climbed from $6 billion to $34 billion, I am guessing a higher county tax bill.
